The Department of Employment offers a system of personalised support to companies to assist them in their recruitment process.
Supports from the Department of Employment
Supports are offered in three areas:
- Technical support and guidance for the selection process and creation of job descriptions
- Financial support: reimbursement of employer contributions for a period of one year that may be extended to two years
- Support and guidance for recruitment and training of young people
- Apprenticeship
- Pre-recruitment scheme
Conditions for reimbursement of employer contributions
Circular letter no. 2023-10 of 12 May 2023ober 2021 on measures for reimbursement of employer contributions, specifies the conditions under which Monegasque employers can benefit from financial support when hiring certain profiles.
1. Eligibility criteria
In order to qualify for reimbursement, the recruitment must meet the following criteria:
- Nature of the position: Creation of a new position or replacement due to retirement
- Type of contract: Permanent contract (CDI) or fixed-term contract (CDD) with a minimum duration of 2 years
- Candidate profile: Recruitment of a priority candidate, registered with the Employment Office for at least one month at the time the vacancy is posted
2. Conditions for assistance
The support consists of a quarterly reimbursement (in arrears) of all employer contributions paid, up to the salary ceiling set annually by the Monaco Social Security Funds (CSM - Caisses Sociales de Monaco).
3. Duration of the scheme
The duration of assistance varies depending on the profile or support put in place:
- Standard duration: 1 year
- Extended duration to 2 years in the following cases:
- Recruitment of a candidate with Monegasque nationality
- Implementation of training financed by the employer from the time of recruitment (subject to prior validation by the Department of Employment)
- Recruitment following an apprenticeship contract (if theoretical training costs were covered in whole or in part by the Department of Employment)
- Recruitment following a pre-recruitment internship
4. Procedure
The employer must follow the standard procedure of submitting a job offer with the Employment Office. If the conditions are met, a specific reimbursement agreement is offered for signature following candidate selection.
Support for apprenticeship contract
Under apprenticeship contract, the employer pays the training of his apprentice and his salary which varies between 25% and 93% of the Statutory Minimum Wage – SMIC (or of the conventionnal minimum wage if it's higher).
The Department of Employment may refund the apprentice's theoretical training fees if the apprentice fulfills the following criteria of the Sovereign Ordinance no. 1.727 of 9 July 2008:
1. Full coverage (100%)
This rate applies to apprentices fulfills the following criteria:
- Monegasque nationality or spouses of Monegasques
- Children of Monegasques
- Residents of Monaco who have attended school in the Principality for at least three years in secondary education
2. Partial coverage (50%)
This rate applies to apprentices:
- Domiciled in neighbouring towns
- AND who have attended school in the Principality for at least three years in secondary education
Pre-recruitment scheme
Introduced on 1 October 2005, the pre-recruitment scheme aims to facilitate entry into the labour market for young people aged between 16 and 25, in receipt of full state unemployment benefits provided by the Department of Employment.
The principle: a secure immersion period
The company welcomes the candidate for a maximum period of 3 months, with a commitment to recruit at the end of this period. This mechanism offers a dual advantage:
- For the young people: They receive a pre-salary paid by the Department of Employment (57.40% of their future salary) while retaining full social security coverage
- For the employer: They benefit from a three-month training period at no financial cost, allowing validation of the candidate's suitability for the position. Integration is supported by the Youth Employment Unit to ensure its success
Support after recruitment
When this period is converted into an employment contract (permanent contract or fixed-term contract of minimum 2 years), the company benefits from reimbursement of employer contributions for a period of two years.
