In order to practise privately as an independent nurse in Monaco, you must hold a licence from the Department of Health Affairs (DASA). For salaried practice, please contact the Employment Office.
Understanding the process
Under Sovereign Ordinance no. 9.689 of 20 January 2024 pertaining to the conditions for practice by healthcare auxiliaries the profession of healthcare auxiliary (whether independently as part of a private practice or as an employee of another company or the State) is restricted to individuals who:
- Hold diplomas, certificates or qualifications allowing them to practise the healthcare auxiliary profession concerned on French territory or issued by a European Union Member State or party to the Agreement on the European Economic Area or recognised as equivalent by the Director of Health Affairs
- Have full civil and political rights
- Provide guarantees of good character and integrity
- Demonstrate an adequate knowledge of the French language
There are several types of licence:
- Senior Partner in a private nursing practice
- Partner in a private nursing practice (provided the senior partner has professional premises)
- Locum nurse practising privately
- Salaried nurse
There are different rules for nurses working at Princess Grace Hospital (CHPG) (Article 2).
Monegasque nationals have priority when applying for licences to work as private nurse practitioners in the Principality, although foreign nationals may also be licensed if there is a shortage of nurses (Article 3).
Licence to practise as a senior partner or other partner in a private practice is granted by Ministerial Decree, published in the Journal de Monaco.
A nurse practising privately can arrange to be replaced by a locum, according to the rules set down by Article 4. The Director of Health Affairs must be informed whenever a locum is employed, except in an emergency.
If you intend to practise privately, you must write to the Director of Health Affairs to request a licence, enclosing the following documents with your application:
- A copy of the identity document
- An extract from criminal records dated of less than 3 months
- The duly completed and signed information sheet:
- A CV
- A copy of diplomas
- If the diploma was awarded by a European Union Member State or party to the Agreement on the European Economic Area: a copy of the "statement of comparability" of European recognition of the diploma issued by the authorities of the country concerned (in accordance with the provisions of European Directive 2005/36/EC)
- A valid professional indemnity insurance certificate
- A copy of valid registration with the relevant professional organisation, if the country in which you are currently practising has such an organisation
- A copy of ADELI or RPPS registration if you are currently practising in France
The senior partner will need to write to the Director of Health Affairs to request a licence to practise in partnership with you, enclosing a copy of your documents:
- A copy of the identity document
- An extract from criminal records dated of less than 3 months
- The duly completed and signed information sheet:
- A CV
- A copy of diplomas
- If the diploma was awarded by a European Union Member State or party to the Agreement on the European Economic Area: a copy of the "statement of comparability" of European recognition of the diploma issued by the authorities of the country concerned (in accordance with the provisions of European Directive 2005/36/EC)
- A valid professional indemnity insurance certificate
- A copy of the draft partnership agreement
- A copy of valid registration with the relevant professional organisation, if the country in which you are currently practising has such an organisation
- A copy of ADELI or RPPS registration if you are currently practising in France
The senior partner you will be replacing must write to the Director of Health Affairs to request a licence, enclosing a copy of your documents:
- A copy of the identity document
- An extract from criminal records dated of less than 3 months
- The duly completed and signed information sheet:
- A CV
- A copy of diplomas
- If the diploma was awarded by a European Union Member State or party to the Agreement on the European Economic Area: a copy of the "statement of comparability" of European recognition of the diploma issued by the authorities of the country concerned (in accordance with the provisions of European Directive 2005/36/EC)
- A valid professional indemnity insurance certificate
- A copy of a valid certificate of registration with a professional body
- A copy of ADELI or RPPS registration if you are currently practising in France
The employer proposing to hire you as a nurse must contact the Employment Office, which will seek the opinion of the Department of Health Affairs before issuing a work permit.

Association or replacement requests must be submitted by the senior partner.
