Owners of a vehicle registered in the Principality who wish to scrap the vehicle voluntarily or following an accident must inform the Driver and Vehicle Licensing Office and request a certificate for destruction prior to the destruction of the vehicle at an authorised treatment facility.
A request to scrap the vehicle may only be made if the cost of repairs exceeds the value of the vehicle prior to the accident (a write-off). If the cost of repairs is less than the value of the vehicle prior to the accident, the vehicle must be transferred to the insurer (at the address of its registered office) in accordance with the arrangements set out in the procedure: How to sell or transfer a vehicle
Requests to scrap a vehicle may be made voluntarily or following an accident, and may be accompanied by an expert report. The expert report determines whether the vehicle should be permanently withdrawn from circulation or if it is technically repairable.
A note is made on the certificate of destruction as appropriate:
- Voluntary destruction: Damaged vehicle – Voluntary
- Accidental destruction with no expert report: Vehicle involved in accident
- Accidental destruction with expert report: Damaged vehicle – Write-off – Technically irreparable or repairable

Code S5The request must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed on the original.
The form may be:

The requests must be accompanied by the following documents:
- The form (see step 1 Formulating the request)
- The original registration certificate
- The original registration plates
- An original signed certificate of sale or transfer in favour of the registered office of the insurance company if an expert has determined that the cost of the repairs to be carried out on the vehicle involved in the accident exceeds its market value or a specialist in the disposal of end-of-life vehicles (ELV). - If applicable, in the case of accidental destruction, a damage report by an expert
- The payment, to be made by cash, cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office and Visa or Mastercard bank cards only, in accordance with the current fee schedule
Any administrative procedure undertaken at the Driver and Vehicle Licensing Office by a third party must be accompanied by a mandate signed by the principal and the representative and by supporting documents showing proof of these persons' identities.
The mandate allows the representative to submit and track the progress of the principal’s application(s), but not to sign documents instead of the principal.
To submit your application, you must first make an appointment with an agent of the Driver and Vehicle Licensing Office.

The staff of the Driver and Vehicle Licensing Office will be waiting for you at the time of the appointment; you should bring with you the documents listed in steps 1 and 2 and your preferred means of payment.

The certificate and registration plates, if applicable, are available within 72 hours by appointment arranged by the customer manager at the end of the interview and on presentation of the payment receipt (invoice).
If a collection date is not agreed during the appointment to submit your application, you can request an appointment in one of the following three ways:

The certificate for destruction must then be returned to the Driver and Vehicle Licensing Office, duly completed and stamped by the authorised treatment facility that carried out the destruction.
In the event that the certificate and the number plates not previously returned to the Driver and Vehicle Licensing Office are kept by the authorised treatment facility, a certificate from this facility must also be presented.
