All vehicle registrations are limited and expire on the date that the statutory technical inspection is due. This date is noted on the registration certificate and, where appropriate, on the most recent technical inspection or follow-up technical inspection report. If the technical inspection is successfully passed by the due date, the vehicle’s registration period will be extended.

From 4 January 2023, in the event that a technical inspection is not passed by the due date, or if the vehicle still has faults following a second follow-up inspection, the vehicle may no longer be driven on public roads.

To regularise the vehicle, a new appointment will need to be made and the corresponding fee paid in addition to the technical inspection fee. The owner will then be permitted to drive the vehicle on the public roads solely for the purpose of travelling from their home or the repair site to the Vehicle Testing Centre on the date given on the relevant notification.

To be able to drive a vehicle whose registration has expired again, you will need to regularise it.

There is a fee associated with this procedure in accordance with the current applicable rates.

Before the inspection, It is highly advisable to check the condition and proper functioning of the whole vehicle.

Vehicles over 3.5 tonnes must be presented with a load such that the weight of the vehicle, load included, is equal to the total authorized laden weight (GVWR) or 2/3 of the load. However, some vehicles may be presented empty in accordance with the specifications set out in Appendix 8 of the Ministerial Decree no.2020-509 of 24 July 2020 pertaining to Technical inspections of vehicles

On the day of the appointment, bring the following with you:

• The original copy of vehicle’s registration certificate
• The appointment form
• Any documents that may be requested regarding the specificities of the vehicles, such as a bodywork certificate, ATP certificate of conformity, certificate mentioning any modifications, etc.

You have to present the vehicle at the agreed date and time at the Vehicle Testing Centre situated 8 avenue Albert II in Monaco.

Vehicles may not be parked in the stipulated centre more than 30 minutes before the time of the appointment.

Don’t forget to stop at reception to ensure that your arrival is recorded.

The technical visit cannot be carried out and additional costs will be required to obtain a new appointment in the following cases:

• Failure to notify non-attendance at least 24 hours before the date set
• Failure to attend the appointment
• A delay of more than 5 minutes from the time set
• Presenting the wrong vehicle

A technical visit lasts 30 minutes for light vehicles or 45 minutes for light electric vehicles and heavy goods vehicles and utility vehicles with gross weight> 3.5 tonnes.

Following the technical inspection, a report will be drawn up and a copy given to you, to be kept. This states the date of the inspection, any faults found, the result and the new due date.

• If the vehicle is found to be in good condition, a sticker stating the next due date for the technical inspection will be affixed to the back of the registration certificate. As part of a technical inspection in advance of a new registration, please note that a positive report does not guarantee that the application to register the vehicle will be accepted
• If the condition of the vehicle does not comply with all the applicable technical provisions, the inspector will require a follow-up visit to be carried out; this must be undertaken before the new due date shown on the test report and the registration certificate
• If major faults are found, the owner of the vehicle has the following time limits to undertake the necessary repairs or adjustments and present the vehicle to the Vehicle Testing Centre:
  • A maximum period of two months for any vehicle with a gross vehicle weight of 3.5 tonnes or less (M1, N1, O1 and O2)
  • A maximum period of one month for any vehicle with a gross vehicle weight of 3.5 tonnes or more (M2, M3, N2, N3, O3, O4, T1, T2, T3, T4 and T5)
• In the event of dangerous faults, the owner of the vehicle has a maximum of two weeks to undertake the necessary repairs or adjustments and present the vehicle to the Vehicle Testing Centre.

Confirmation that the vehicle has been deregistered can be obtained is available within 72 hours by appointment arranged by the customer manager at the end of the interview and upon presentation of the payment receipt (invoice), and proof of identity.

Until 3 January 2023, if a technical inspection was not passed before the due date or if the vehicle still had faults following a second follow-up inspection, the vehicle was deregistered from the number plate database.

This means that the car may no longer be driven and that the registration certificate and licence plates must be returned to the Driver and Vehicle Licensing Office.

To be able to drive a currently deregistered vehicle again, you will need to regularise it.

There is a fee associated with this procedure in accordance with the current applicable rates.

Requests to regularise deregistered vehicles should be sent to the Driver and Vehicle Licensing Office using the relevant form, duly completed and signed by the owner of the vehicle, and asking for a temporary registration (self-adhesive strips and temporary registration certificate) to enable you to travel to the Vehicle Testing Centre.

  • A copy of a valid Monaco national identity card 
  • Or a copy of a national passport with proof of address (gas or electricity bill from the SMEG, rental agreement) dated of less than 3 months
• For residents: a copy of a valid residence permit
• For legal entities:
  • A copy of the articles of association/ministerial authorisation to operate a business in the Principality + certificate of listing in the NIS (statistical identification number) register dated of less than 3 months
  • Or a copy of an extract from the Trade and Industry Directory dated of less than 3 months
  • A copy of the identity document of the person legally responsible who signed the form (if a third party is appointed as a signing authority, this document must be accompanied by a certificate attesting to such, along with a copy of the signatory's proof of identity)
• The original registration plates
• The original vehicle’s registration certificate
• In the case of procedures carried out by a third party, a mandate, signed by the principal and accompanied by supporting documents showing proof of these persons' identities. It should specify that the mandate allows the representative to submit the progress of the principal’s application(s), but not to sign documents instead of the principal
• The payment, to be made by cash, cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office and Visa or Mastercard bank cards only, in accordance with the current fee schedule

To submit your application, you must first make an appointment with an agent of the Driver and Vehicle Licensing Office.
