Principle and implementation
The Minister of State’s decisions on freezing funds and economic resources may be subject to a full appeal before the Court of First Instance within two months of the decision being published on the Prince’s Government website.
Implicit decisions on asset freezing by the Minister of State may also be subject to a full appeal before the Court of First Instance within two months of the publication of lists drawn up or updated by the United Nations Security Council on its website.
Furthermore, natural or legal persons registered on the national list under Resolution 1267 (1999) of the United Nations Security Council (and subsequent resolutions) may submit a request for delisting to the Office of the Ombudsperson of the Sanctions Committee, which was established by Resolution 1904 (2009) of the United Nations Security Council.
Monegasque nationals and residents who are included on the national list in accordance with another resolution of the United Nations Security Council may ask to be delisted either by contacting the Focal Point directly, or via the intermediary of the State of Monaco, in accordance with the procedure set out in United Nations Security CouncilResolution 1730 (2006).
