Understanding the process
In accordance with Ministerial Decree no. 2020-916 of 24 December 2020, the Department of the Environment compiles annual national inventories of greenhouse gas and atmospheric pollutant emissions, and a national energy assessment. To this end, it collects certain data and information from public and private organisations.
Any organisation engaged in one of the activities or using one of the materials noted on the list below in the Principality must send to the Department of the Environment information relating to calendar year N before 31 March of the year N+1, by completing the relevant forms, accompanied, where necessary, by the additional documents noted.
Painting firms should download below Annex III and use it to report the quantities of paints and solvents used during the course of the calendar year N before 31 March of the year N+1.
Joinery companies should download below Annex IV and use it to report the quantity of wood subjected to chemical treatment during the course of the calendar year N before 31 March of the year N+1.
Dry cleaners should download below Annex V and use it to report the quantity of clothes cleaned and the type of facilities owned during the course of the calendar year N before 31 March of the year N+1.
Distributors of oil products and/or biofuels (this includes road fuels, marine fuels, domestic fuel oil, non-road diesel, B100, etc.) should download below Annex VI and use it to report the quantities and characteristics of the oil products and/or biofuels sold in the country during the course of the calendar year N before 31 March of the year N+1.
Product sheets must be attached to the declaration.
All data about oil, gas and similar products that are used by the Department of the Environment to satisfy obligations under the United Nations Framework Convention on Climate Change is detailed in the notice which can be downloaded here:
Printers should download below Annex VII and use it to report the quantities of inks and solvents used and the type of machine used during the course of the calendar year N before 31 March of the year N+1.
Managers of green spaces should download below Annex VIII and use it to report the quantity of fertiliser used, the surface area of the green space managed and the nature of the afforestation conducted during the course of the calendar year N before 31 March of the year N+1.
An electronic document on the nature of afforestation may be attached to the declaration.
Healthcare facilities should download below Annex IX and use it to report the quantities of sulphur hexafluoride (SF6) used in medical particle accelerators and nitrous oxide (N20) used as an anaesthetic agent during the course of the calendar year N before 31 March of the year N+1.
Fire safety firms should download below Annex X and use it to report the quantities of hydrofluorocarbons (HFCs) and perfluorinated compounds (PFCs) sold or recovered during the course of the calendar year N before 31 March of the year N+1.
Installers and maintainers of electrical equipment containing sulphur hexafluoride (SF6) should download below Annex XI and use it to report the quantity of SF6 used for the fleet of electrical equipment in the Principality during the course of the calendar year N before 31 March of the year N+1.
Car dealerships should download below Annex XII and use it to report the nature and quantity of fluorinated gases in new vehicles sold during the course of the calendar year N before 31 March of the year N+1.
Public transport companies should download below Annex XIII and use it to report the quantities of fuels, oil, lubricants and urea purchased during the course of the calendar year N before 31 March of the year N+1.
Product sheets must be attached to the declaration.
Organisations or companies which dispose of or recycle waste should download below Annex XIV and use it to report the quantity of waste incinerated during the course of calendar year N before 31 March of the year N+1.
Gas distribution companies should download below Annex XV and use it to report the quantity of gas distributed and the characteristics of the gas distribution network during the course of the calendar year N before 31 March of the year N+1.
Data on gas sales to each building (in kWh) must be attached to the declaration in electronic (Excel) format.
Companies engaged in import, sales and/or recovery of hydrofluorocarbons (HFCs) or perfluorinated compounds (PFCs) should download below Annex XVI and use it to report the quantity of gas imported, sold or recovered during the course of the calendar year N before 31 March of the year N+1.
Distributors of oils, lubricants and clean-up additives should download below Annex XVII and use it to report the quantities of oils, lubricants and clean-up additives sold during the course of the calendar year N before 31 March of the year N+1.
Product sheets must be attached to the declaration.
All data about oil, gas and similar products that are used by the Department of the Environment to satisfy obligations under the United Nations Framework Convention on Climate Change is detailed in the notice which can be downloaded here:
Organisations or companies involved in wastewater treatment should download below Annex XVIII and use it to report the quantity and characteristics of effluents during the course of the calendar year N before 31 March of the year N+1.
An electronic document containing the information required in the form may be attached to the declaration.
The operators of the Fontvieille Urban Heating and Cooling Plant should download below Annex XIX and use it to report the quantities of gas and fuel oil used to operate the plant during the course of the calendar year N before 31 March of the year N+1.
Data on the sale of heating and cooling to each building (in kWh) must be attached to the declaration in electronic (Excel) format.
Distributors of gas bottles should download below Annex XX and use it to report the quantity of bottles sold and the characteristics of products during the course of the calendar year N before 31 March of the year N+1.
Product sheets must be attached to the declaration.

Organisations involved in bitumen spreading should download below Annex XXI and use it to report the quantity of bitumen spread on the road and the technology used to produce this bitumen (or failing that, contact details for the company which produced it) during the course of the calendar year N before 31 March of the year N+1.
Electricity distribution companies should download below Annex XXII and use it to report the quantity of electricity imported, purchased in Monaco and distributed within the country, as well as the quantity of certified renewable electricity purchased in Monaco and imported during the course of the calendar year N before 31 March of the year N+1.
Data on sales of electricity to each building (in kWh) must be attached to the declaration in electronic (Excel) format.
