An association is a group of voluntary persons united around a common project or sharing activities, but without seeking to make a profit. It can have a wide range of aims (sports, defence of members' interests, humanitarian, promotion of ideas or works, etc.).
To form an association in Monaco, you must send the General Secretariat of the Government a declaration signed by at least two adults who have full rights as citizens and are domiciled in the Principality.
A foundation is a grouping of assets of private origin, in principle endowed with legal personality and managed for a purpose of general interest by a board of directors appointed by the founder(s) and without a general assembly.
In Monaco, all new foundations are subject to the provisions of Act no. 56 of 29 January 1922 concerning foundations.
