An employee seconded to Monaco remains covered by the French social security system; businesses not established in Monaco must obtain permission for a worksite, and for secondments for periods of more than 3 months, an application must be submitted to the Employment Office.
Understanding the process
Thanks to the secondment procedure, an employee from France, who comes to work in Monaco for a specific period on behalf of your company, will remain registered within the French social security system.
For secondments for periods of less than 3 months, the procedure is to be carried out via the dedicated online service by following the steps below.
Paper applications are reserved exclusively for those without access to a computer.
Businesses, craftspersons or subcontractors not established in Monaco and who wish to carry out work on public or private sites must first apply to the Business Development Agency. See: How to request permission for a worksite.
This online service is not intended for craftspersons authorised to work alone, without seconding employees. You can inform the Employment Office by post, explaining that you are working alone, and enclosing a copy of the work permit issued by the Business Development Agency.
To obtain the form "SE/138-01 – Certificat d’assujettissement", access the dedicated service via the following means:
- On your Net-Entreprises online account, the DAE service will be automatically replaced by the new ILASS service without any action on your part
- On your Urssaf.fr online account, in the "Services en 1 clic", menu under "Travail à l’étranger"

You must submit one copy of the form to:
- Your employee at the moment of his/her departure (he/she must retain this copy during the secondment)
- To the relevant CPAM for information purposes, within 24 hours of the beginning of the secondment period
You will need to submit the following to the Employment Office.
For secondments of employees to work on construction sites, you will be asked to submit:
- A site authorisation issued by the Business Development Agency
Italian companies only will also need to supply:
- Identity documents for the employees concerned (only those who are Italian nationals)

You will receive an acknowledgement of receipt by email.

You will need to send a letter to the Employment Office including:
- The name and address of the host construction site or firm (for secondments to construction sites, please attach a copy of the works authorisation issued by the Business Development Agency)
- The exact dates of the secondment (beginning and end)
- The identity and French Social Security registration number of the seconded persons
- Their qualifications
You will receive a reply by post.

- Using your online Urssaf.fr account: go to the "Working abroad" section of the "Services in 1 click" menu

You must provide the following details to the Employment Office:
- The authorisation of secondment validated (form SE/138-01 – Certificate of liability), for the duration of the work, by the URSSAF National Fund (International Mobility Department)
- A photocopy of the ID card of the employees on secondment as well as their address in the region during the period of the secondment and a description of the category of employee
- A copy of the site permit issued by the Business Development Agency in Monaco if applicable
