Thanks to the secondment procedure, an employee, who comes to work in Monaco for a specific period on behalf of your company, will remain registered within the Italian social security system.
Understanding the process
By virtue of the secondment procedure, employees working for Italian companies in Monaco will remain registered within the Italian social security system.
Please note: In accordance with the Italy–Monaco Agreement on Social Security, only Italian nationals may be seconded.
For detachments:
- Lasting less than 3 months: the procedure is to be carried out via the dedicated online service by following the steps below
- Lasting more than 3 months, you should contact the Employment Office to submit the application in paper format
Companies, craftsperson or subcontractors who are not established in Monaco and wish to carry out work on public or private construction sites must first make a request permission for a worksite with the Business Development Agency.
This online service is not aimed at craftspeople authorised to operate individually, without any seconded employees. You can inform the Employment Office by post, specifying that you are operating individually, and attaching to your letter a copy of the work authorisation issued by the Business Development Agency.
You must request an M/I/C1 or M/I/C2 form by contacting the INPS or visiting their website
This form should be given to your employee when they leave (the employee should retain the form).
You will need to send the following to the Employment Office:
- Identity documents for the employees concerned (only those who are Italian nationals) and their qualifications
- A copy of the construction sites permit issued by the Business Development Agency in Monaco if applicable

Once your application has been approved, you will receive an email officially authorising the employee concerned to work in Monaco on secondment. You must provide them with a copy of this email, so they can produce it for the relevant authorities if needed.

You will need to send a letter to the Employment Office including:
- The name and address of the host construction site or firm (attach a copy of the construction site permit issued by the Business Development Agency, if the secondment is for a construction site)
- The exact dates of the secondment (beginning and end)
- The names of the seconded individuals (attach a copy of their identity documents to your request)
- Their qualifications
Once your application has been approved, you will receive by post officially authorising the employee concerned to work in Monaco on secondment. You must provide them with a copy of this mail, so they can produce it for the relevant authorities if needed.
You must request an M/I/C1 or M/I/C2 form by contacting the INPS or visiting their website
This form should be given to your employee when they leave (the employee should retain the form).
You must provide to the Employment Office:
- Printed copies of the M/I/C1 or M/I/C2 form for each employee, duly completed and validated by the INPS
- A photocopy of the ID card of the employees on secondment (who will be of Italian nationality only), as well as their address in the region (between Fréjus and Imperia) during the period of the secondment and their qualifications
- A copy of the work permit issued by the Business Development Agency in Monaco, if applicable (applies only in the case of secondments to construction sites)
