The High Commissioner offers users of public services a peaceful and non-confrontational way of ensuring that their rights are respected.
Presentation and roles
The High Commissioner for the Protection of Rights and for Mediation was established by Sovereign Ordinance no. 10.845 of 1 October 2024.
An independent public body, the High Commissioner for the Protection of Rights, Liberties and for Mediation was created by Sovereign Ordinance no. 4.524 of 30 October 2013.
The role is directly inspired by the ombudsmen that have been established in most European countries to provide mediation and protect rights.
The High Commissioner for the Protection of Rights and for Mediation offers amicable resolution, free of charge, to anyone:
- Who believes that they have been wronged as a result of an administrative decision or by the actions of a government department
- Who believes that they have experienced undue discrimination in the Principality
- Who is a minor and reports that their basic rights have been infringed
Such resolution is available only once the appropriate steps to seek to resolve the situation directly with the authority or body concerned have been taken.
Once a case has been referred, the High Commissioner for the Protection of Rights and for Mediation examines, neutrally and impartially, the disputes that have been submitted to it and makes recommendations.
In carrying out the role of mediation, the High Commissioner deploys her good offices to try to reach an amicable resolution, in a fair and calm manner, of the difficulties referred to her.
In carrying out the role of protecting rights and freedoms, the High Commissioner offers citizens institutional support to uphold their rights outside of any legal proceedings in cases where, following a review of the circumstances in which both parties are heard, the complaint appears justified.

The request must include your surname, first name and address and must contain the legal and factual information and any other reasons for your complaint, as well as any relevant documents.
You must previously have attempted to resolve the situation directly with the administrative authority or public establishment concerned.
PLEASE NOTE
The High Commissioner does not intervene:
- In disputes between administrations or public establishments and their civil servants or agents
- In disputes between private individuals
- In disputes in which legal action has been taken
- In areas covered by the CCIN (regarding the protection of personal data)
Contacting the High Commissioner does not affect time limits for appeals.
