The High Commissioner offers users of public services a peaceful and non-confrontational way of ensuring that their rights are respected.
Presentation of roles regarding the Administration
The High Commissioner for the Protection of Rights, Liberties and for Mediation is an independent public body and was created by Sovereign Ordinance no. 4.524 of 30 October 2013.
Any person (natural or legal), who has a grievance with an administrative decision concerning their rights or freedoms or with the functioning of an administrative department can use this service. It can also intervene at the request of administrative authorities for mediation purposes in the context of prior administrative appeals referred to them.
The scope of the High Commissioner covers the functioning of all public services, whatever the administrative authority that they fall under (Ministry of State, Town Hall, Judicial Administration or Public establishment).
The High Commissioner examines complaints put before it in a neutral and impartial manner and makes recommendations for the attention of the administrative authorities concerned, aiming to resolve them in a fair and peaceful way.

The High Commissioner
The High Commissioner, Mrs Marina CEYSSAC was appointed by Sovereign Ordinance no. 9.097 on 11 February 2022
Marina Ceyssac is a Monegasque national and a graduate of the Paris Institute of Political Studies. She also holds a postgraduate qualification (DESS) in European and International Management from the Université Paris 1 Panthéon-Sorbonne. Since 1993, she has served as a senior civil servant in the Principality (Secretary-General of the Ministry of Foreign Affairs and Cooperation, Director of Diplomatic and Consular Relations, General Secretary of the Department of Justice and General Inspector of the Civil Service). She has been seconded from the Government to take up her new post as High Commissioner.

The request must include your last name, first name and address and must contain the legal and factual information and any other reasons for your complaint.
You must previously have attempted to resolve the situation directly with the administrative authority or public establishment concerned.
PLEASE NOTE
The High Commissioner does not intervene:
- In disputes between administrations or public establishments and their civil servants or agents
- In disputes between private individuals
- In disputes in which legal action has been taken
- In areas covered by the CCIN (regarding the protection of personal data)
A referral to the High Commissioner does not affect time limits for appeals.
