Understanding the process
Private hire vehicles driven by foreign chauffeurs, foreign taxis or foreign tour operators must obtain prior authorisation from the Commissioner of Police Department, before carrying passengers and their luggage in the Principality.
The authorisation involves granting the vehicle operator a unique, non-transferrable tax sticker for each vehicle operated, valid for the year 2024. vehicle operators will be granted a unique, non-transferrable tax sticker for each vehicle operated, valid for the year 2024.
A total of 105 annual stickers (1 January to 31 December) and a total of 210 high-season stickers (15 March to 31 October) will be issued for private hire and foreign tour operators, and from 1 January to 31 December, a total of 28 stickers will be issued for foreign taxis.
The sticker, which is issued by the Commissioner of Police Department must be affixed to the inside of the vehicle, with the front visible from the outside, on the lower right corner of the windscreen and on the rear window, also with the front visible from the outside.
In order for a company to be eligible to purchase a tax sticker, it must provide proof:
- That it has not attracted unfavourable attention from the Police Department of Monaco (taxis, private hire and public road passenger transport vehicles)
- Of the legal existence of the activity carried out by the applicant for at least 3 years, including, where appropriate, in a series of different legal forms (for private-hire vehicles with drivers only)
- Of inclusion on an official register for the Alpes-Maritimes and Var (private hire and public road passenger transport vehicles only)

Companies will be asked whether they are applying for an annual sticker or a high-season sticker.
For private hire and foreign tour operators, the fee for 2024 is €750 per annual sticker (from 1 January to 31 December) and €600 per high-season sticker (from 15 March to 31 October).
For foreign taxis, the fee for 2024 is €750 (from 1 January to 31 December).
The other main arrangements currently in place, including ethical requirements, remain unchanged.
Private hire and public road passenger transport vehicles:
- An extract of the Kbis registration
- An extract of the INSEE’s SIRENE register
- Your certification as a company operating private hire vehicles
- A professional liability insurance certificate
- An extract of the applicant’s criminal record, issued by the legal authorities of their own country within the last three months
- The "carte grise" or car registration document (the vehicle must be fully owned with permission to lease)
- The invoice for the permanent red private hire vehicle sticker
- A certificate of motor vehicle liability insurance (a document certifying that the applicant has taken out a specific professional insurance policy covering passengers transported in exchange for payment and that the policy is valid)
- A list of chauffeurs employed by your company
- Valid permits for each chauffeur
- In the case of ad hoc recruitment, a copy of the preliminary employment declaration together with a sworn declaration from the manager confirming that a clean criminal record (No. 3) has been checked for each employee
Taxis:
- An extract of the Kbis registration
- An extract of the INSEE’s SIRENE register
- A professional liability insurance certificate
- An extract of the applicant’s criminal record, issued by the legal authorities of their own country within the last three months
- The "carte grise" or car registration document
- A certificate of motor vehicle liability insurance (a document certifying that the applicant has taken out a specific professional insurance policy covering passengers transported in exchange for payment and that the policy is valid)
- Valid professional licence
- Parking permit
On the day of your interview for the sticker, you will need to present the original documents.
You can submit your request online, using the online service.
You will receive an acknowledgement of receipt of your application.
Applications can be submitted by email to taxi@gouv.mc. Please attach copies of all required documents.
If your application is approved, you will receive a confirmation email and a member of staff from the Police Department will contact you using the details you have supplied in your application to arrange an appointment.
You will be able to collect your stickers from the Police Department by bringing along the original documents.
Payment should be made when collecting the stickers.
Stickers are unique and non-transferable. They should be affixed to the lower right corner of the windscreen in each vehicle and on the rear window, also with the front visible from the outside.
A taxi ride declaration must then be made at least 2 hours in advance each time passengers are picked up within Monaco.
