This procedure covers private hire, public road passenger transport and foreign taxi services with or without a sticker, who pick up and drop off customers in Monaco, where these customers have been taken on outside Monegasque territory.
Understanding the process
Drivers of private hire, public road passenger transport and foreign taxi services with or without a sticker issued by the police in the Principality are required to make a declaration regarding provision of these services to the Police Department when the customers have been taken on outside Monaco.
This declaration must be made via the special online service using the information on this page.
Please note that your declaration will not be accepted if it does not meet the following conditions:
- Any declaration regarding provision of services by a vehicle with a foreign driver, a tour organiser or a foreign taxi must make no more than 10 minutes after the customer(s) are dropped off in the Principality of Monaco
- The provision involves taking on customers outside Monegasque territory and remaining at their exclusive disposal without leaving the territory of the Principality of Monaco
When a vehicle with a foreign driver, a foreign tour organiser or a foreign taxi does not have a sticker:
- This provision may be of unlimited duration and the vehicle must remain stationary on the territory of the Principality while it is waiting for these passengers
- If it leaves Monegasque territory at all the provision will come to an end
- If the vehicle has dropped off people and their luggage in Monaco it may if necessary return to the Principality for the purpose of taking these passengers outside of the territory, provided that it makes a dropping-off declaration as stipulated in the ministerial order, specifying the name of the passenger and the expected pick-up time and place, and the pick-up must be within 3 and 8 hours after the dropping-off time
When a vehicle with a foreign driver, a foreign tour organizer or a foreign taxi has a sticker:
- This provision may be of unlimited duration and the vehicle must remain stationary on the territory of the Principality while it is waiting for these passengers
- If the vehicle has dropped off people and their luggage in Monaco it may if necessary return to the Principality for the purpose of taking these passengers outside of the territory, provided that it makes a journey declaration which must be made in advance, at the latest 2 hours before the journey

Please note the following distinction between a journey and provision of vehicle services:
- Journey: taking on a customer and dropping them off in the Principality
- Provision of vehicle services: taking on a customer outside Monegasque territory, dropping them off and waiting for the same customer in Monaco before making the return trip outside Monegasque territory
Before accessing the online service, please make sure that you have the following information available:
- Name of company
- Type of activity
- E-private hire number/public road passenger transport licence number/Licence number/Location where the type of activity indicated is exercised
- Date, time and address where customers were taken on
- Date and planned time of entry to Monaco
- Expected duration of provision
- Information about the driver: surname and first name
- Information about the vehicle: make, model, colour, registration
- Information about the passengers: surnames and first names

Once you have made your declaration, proof of the declaration of provision of vehicle services will be available through the online service.
The driver must bring this proof, and may be asked to show it at any time while in the Principality.
