When a vehicle, including a trailer or semi-trailer, is sold, the seller, lender or guarantor, discounter and assignee of the debt may ask the Driver and Vehicle Licensing Office to register a pledge or security as collateral against the purchase price of the vehicle.
Understanding the process
When a vehicle, including a trailer or semi-trailer, is sold, the seller, lender or guarantor, discounter and assignee of the debt may ask the Driver and Vehicle Licensing Office to register a pledge or security as collateral against the purchase price of the vehicle.
Applications for a pledge to be registered must be accompanied by a deed of charge that has previously been registered with the Department of Tax Services.
The registration must note the composition of the pledge (the characteristics of the vehicle), the names and addresses of the debtor and creditor, and the date and registration numbers of the deed of charge.
From 13 August 2022, registration is only effective if it is completed within 30 days of the date of issue of the registration certificate. Any applications submitted to the Licensing Office more than 30 days after issue of the vehicle registration certificate will thus be rejected.
Registration upholds the right to the pledge for a period of ten years, can be renewed before this deadline, and ceases to have effect if it is not renewed before the end of these five years.
For cars, deeds of charge which have already been registered and are still valid on 13 August 2022 will retain this right for a period of 10 years from the date of their registration. In the case of other vehicles, the right will remain in place for five years.

The original request for registration of a pledge must be accompanied by the following documents:
- The original deed of charge that has previously been registered with the Department of Tax Services
- The copy of the vehicle’s registration certificate
- The payment, to be made by Visa or Mastercard bank cards only, cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office and cash, in accordance with the current fee schedule
Any administrative procedure undertaken at the Driver and Vehicle Licensing Office by a third party must be accompanied by a mandate signed by the principal and by supporting documents showing proof of these persons' identities.
The mandate allows the representative to submit and track the progress of the principal’s application, but not to sign documents instead of the principal.
To submit your application, you must first make an appointment with an agent of the Driver and Vehicle Licensing Office, within 30 days of the date of issue of the registration certificate.

The staff of the Driver and Vehicle Licensing Office will be waiting for you at the time of the appointment; you should bring with you the documents listed in steps 1 and 2 and your preferred means of payment.

The application may also be submitted using the Driver and Vehicle Licensing Office post box, or it may be sent by post, with the postmark serving as proof of posting date, within 15 days of the date of issue of the registration certificate.
The receipt for the registration of a pledge will be posted directly to the creditor.
