Any administrative procedure made to the Driver and Vehicle Licensing Office, undertaken by a third party, must be accompanied by a mandate completed and signed on the original by the principal (the person making the request for someone to act on his or her behalf).
The mandate is valid for all the steps relating to a single procedure (submission of file, payment, and collection of the documents) and its validity is for 3 calendar months from the date of signature.
The mandate allows the representative to submit and track the progress of the principal’s application, but not to sign documents instead of the principal.
The representative must be an adult.
The mandate must be drawn up on one of the forms provided for this purpose, depending on the type of representative. It must be sent, as an original, to the Driver and Vehicle Licensing Office.

The form must be accompanied by the following mandatory documents:
- For the principal: copy of a valid ID document and copy of the entry in the Trade and Industry Registry (RCI) or the administrative authorisation, dated within the past three months. If more than 3 months, attach an NIS certificate (Statistical Identification Number), if acting on behalf of a company
- For the representative: copy of a valid ID document or copy of the entry in the Trade and Industry Registry (RCI) or the administrative authorisation, dated within the past three months. You should take the completed form to the garage that will be acting for you.
