Understanding the process
Any significant modifications to a vehicle registered in Monaco resulting in a change to the technical characteristics mentioned on the registration certificate must be declared to the Driver and Vehicle Licensing Office so that this registration document can be amended.
In particular, a declaration must be made for the following modifications:
- Changes affecting the technical specifications (power, weight, dimensions, axles, braking, manoeuvring, steering and visibility devices, energy, pollutant emissions and noise, number of seats, etc.)
- The fitting out of a vehicle (campervan, ambulance, shop, extended cab, wheelchair transport, etc.)
- Modification or installation of bodywork (ambulance in a van, installation of a tipper, addition of a side-car, etc.)
- Equipping a vehicle to operate with LPG (liquefied petroleum gas) or the removal of this equipment
- Derestriction of a motorcycle from category A2 to A, undertaken by a professional
- Etc.
On the other hand, minor modifications, such as the installation of a car seat in a privately owned vehicle, the installation of a navigational aid system, the addition of decorative elements, when they do not reduce the driver's visibility, do not require an amendment to the registration certificate and do not have to be declared. Only a change of colour of a vehicle, which does not require a change in the registration certificate, must be reported to the Driver and Vehicle Licensing Office by email at the following address circulation@gouv.mc or by post, specifying the characteristics of the vehicle.

Code K2The request for a modification for a registration certificate must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed on the original.
The form may be:
- Downloaded online:
- Collected from the the Driver and Vehicle Licensing Office
Any application must be accompanied by the following documents:
- For Monegasque nationals:
- A copy of a valid Monaco national identity card
- Or a copy of a national passport with proof of address (gas or electricity bill from the SMEG, rental agreement)
- For residents: a copy of a valid residence permit
- For legal entities:
- The articles of association/ministerial authorisation to operate a business in the Principality + certificate of listing in the NIS (statistical identification number) register dated of less than 3 months
- Or A copy of an extract from the Trade and Industry Directory dated of less than 3 months
- One of the following documents, as applicable:
- A original bodywork certificate (Annex VII) issued by a bodywork specialist approved by the manufacturer and a certificate of conformity issued by UTAC
- The original report of the initial conformity check of a vehicle (annexe III) issued by a bodywork specialist approved by the manufacturer and a certificate of conformity issued by UTAC
- The copy of the report of individual or single vehicle type approval issued by the Regional Directorate for Environment, Urban Planning and Housing of the Provence-Alpes-Côte d'Azur Region (DREAL PACA)*
- For disabled drivers requiring vehicle adaptations: a copy of their driving licence, invoices for the vehicle adaptations stating the specific codes, a copy of the installer's approval for the vehicle adaptations and an approved technical inspection report issued in Monaco dated of less than 6 months
- The form (see step 1 Formulating the request)
- The original copy of vehicle’s registration certificate
- The payment, to be made by cash, cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office and Visa or Mastercard bank cards only, in accordance with the current fee schedule
Any administrative procedure undertaken at the Driver and Vehicle Licensing Office by a third party must be accompanied by a mandate signed by the principal and by supporting documents showing proof of these persons' identities.
The mandate allows the representative to submit and track the progress of the principal’s application(s), but not to sign documents instead of the principal.

To submit your application, you must first make an appointment with an agent of the Driver and Vehicle Licensing Office.
You can request an appointment in one of the following three ways:

The staff of the Driver and Vehicle Licensing Office will be waiting for you at the time of the appointment; you should bring with you the documents listed in steps 1 and 2 and your preferred means of payment.

The new registration certificate, is available within 72 hours by appointment arranged by the customer manager at the end of the interview and on presentation of the payment receipt (invoice) and a proof of identity.
