Any vehicle that has not been subject to European homologation or has been modified by a private individual or an unauthorised professional must be inspected by the DREAL.
Understanding the process
Presentation of a vehicle for individual or single vehicle type approval by the DREAL may be necessary with regard to the following:
- A modification to the technical specifications of a vehicle registered in the Principality of Monaco
- An application for the registration of a converted or auctioned vehicle without a registration certificate
- An application for registration of a vehicle without a full European certificate of conformity issued by the manufacturer or an identification certificate issued by the manufacturer or the manufacturer's representative in France
The Regional Directorate for Environment, Urban Planning and Housing of the Provence-Alpes-Côte d'Azur Region (DREAL PACA) carries out, on behalf of the Principality of Monaco, type approval inspections of individual or single vehicles belonging to persons who are resident in the Principality, in order to ensure that these vehicles comply with technical regulations relating to safety and nuisances.
Any request for individual or single vehicle approval from the DREAL PACA is subject to prior validation by the Driver and Vehicle Licensing Office.
Requests for approval must be made to the Driver and Vehicle Licensing Office by email at the following address circulation@gouv.mc enclosing a copy of the required documents:
- Relating to the modification of the specifications of a vehicle registered in the Principality, a list of which is available on the procedure: "How to declare modifications to a vehicle"
- Or for the registration of a converted vehicle or a vehicle without a registration certificate, a list of which is available under the heading: "Vehicle registration"
- Or for the registration of a a vehicle without a full European certificate of conformity issued by the manufacturer or an identification certificate issued by the manufacturer or the manufacturer's representative in France, a list of which is available under the heading: "Vehicle registration"
Any administrative procedure undertaken by a third party must be accompanied by a mandate signed by the principal and accompanied by supporting documents showing proof of these persons' identities; it should specify that the mandate allows the representative to submit the progress of the principal’s application(s), but not to sign documents instead of the principal
The Driver and Vehicle Licensing Office will check, within no more than 10 days, the admissibility of the file and, if applicable, will issue a declaration of confirmation, inviting the applicant to contact the Regional Directorate for Environment, Urban Planning and Housing of the Provence-Alpes-Côte d'Azur Region (DREAL PACA).
The applicant should then compile a file in accordance with the type-approval factsheets that are available on the DREAL PACA's website: www.paca.developpement-durable.gouv.fr attaching the declaration issued by the Driver and Vehicle Licensing Office.

The applicant should send the file by post to the DREAL PACA vehicle office, which may, if necessary, request additional information. If, following a request for additional information and two successive reminders, the file is still incomplete, it will be closed without further action.
After the file has been checked for completeness:
- The applicant will either receive an "Attestation de vérification des données techniques des véhicules importés complets ou complétés non conformes à une réception (AVDT)" and will not be required to present their vehicle
- Or the applicant will be sent an appointment for his or her vehicle to be inspected at one of the sites for this purpose, located in the PACA region
The applicant must go to the scheduled appointment with any documents requested by the DREAL PACA.
Following this inspection, the vehicle may be required to be brought into conformity or tested by a recognised laboratory (UTAC), which may be located outside the Provence-Alpes-Côte d'Azur region.
In the event of acceptance, an individual or single acceptance report issued by the DREAL PACA will be sent to the applicant.
If it proves impossible to bring the vehicle into conformity, a specific letter specifying the reasons for refusal of approval will be sent to the applicant by the DREAL PACA. It will not be possible for the Driver and Vehicle Licensing Office to register changes to the vehicle or its registration, as the case may be.
These procedures are subject to a fee from the DREAL.
The document may be attached to the file for the declaration of modifications to a vehicle registered in the Principality of Monaco, as mentioned in the procedure "How to declare modifications to a vehicle" or for the registration of a converted vehicle or a vehicle without a registration certificate, as mentioned on the factsheets relating to the "Registration of Vehicles" or for the registration of a a vehicle without a full European certificate of conformity issued by the manufacturer or an identification certificate issued by the manufacturer or the manufacturer's representative in France, as mentioned on the factsheets relating to the "Registration of Vehicles".
