The Fire & Emergency Service

Its main task is the management of human resources. It is led by a Sergeant Major.
The latter has to ensure that orders and recommendations issued by Command are followed in these areas:

• Security and cleanliness of the barracks
• Personnel services (daily, monthly and annual services)
• Security services during events and external service provision

The Bureau is currently composed of a first officer, a second officer and 22 non-commissioned members.
More specifically, it manages the following services:

• Military premises
• Catering
• Clothing, bedding and furnishings
• Barracks and infrastructures
• Traditions (museum)

The Communications Bureau and the IT Unit are responsible for implementing modern IT and telecommunications technologies.

It is composed of a chief officer, 1 first officer, 5 second officers and 6 junior officers.
Its duties involve:

• Managing and planning all scholarly and professional activities (exams, courses, on-going training) for all staff in the Company
• Organizing sports activities
• Drafting rules for manoeuvres
• Annual staff assessments relating to sport (stamina, swimming, press-ups, gymnastics)

The Prevention Bureau is responsible for the prevention of fire risks, suffocation and panic to ensure the safety of persons, protection of property and in cases of emergency intervention.
Its duties are to:

• Examine projects
• Approve construction work (post-completion)
• Make regular visits or spot checks
• Draw up certificates for establishments with dry or wet risers
• Ensure that fire hydrants are in working order (ground hydrants or pillar hydrants)
• Train Fire Service personnel
• Chair the examination jury for fire safety officers in Very Tall Buildings

The Forecasting Bureau manages the maintenance of appliances distributing extinguishing water for operations.
It studies access by emergency vehicles to buildings, changes to traffic flows and draws up factsheets on specific emergency procedures for buildings.

This team reports directly to the Commanding Officer.
It is composed of an administrative section and an accounts section, and is directed by a non-commissioned officer
There are 2 non-commissioned officers and 4 non-military secretaries.

Its duties are to:

• Process the post
• Manage personnel
• Organise staff medical examinations
• Deal with the administrative management of the whole Fire and Emergency Service, particularly recruitment, the budget and administrative grading

The priority of this team is to ensure that all fire-fighting and emergency vehicles, devices and equipment are operational at all times, and to provide fuel.

It deals with:

• Upkeep of equipment
• Training drivers
• Drafting various annual budgets and technical recommendations
• Designing special equipment
• Planning and inspecting fire extinguishers
• Visits to and tests of ground and pillar fire hydrants in Monaco

The Bureau is organized into 4 areas:

• Studying legislation in the field of fire safety
• Emergency planning consists of preparing and monitoring national emergency plans and organising large-scale exercises to validate the plans and procedures in force
• Public information aims at improving capacity to react in emergency situations regarding major domestic, natural and technological risks
• International relations – the Bureau monitors work carried out and the implementation of internal procedures under certain international agreements relating to natural and technological risks

It is composed of 2 first officers, 3 second officers and 8 high ranked and fire-fighters (include 4 seconded to the Operations Centre)

Its day-to-day duties are:

• Managing road closures
• Administrative management of intervention reports
• Coordinating the management of vehicle availability with Technical Services

Its special duties are:

• To coordinate and oversee all work contributing to the fulfilment of operational activities
• To draft and update national emergency plans (ORMOSE, Plan Red, special emergency plans)
• To participate in cross-border preparatory work with France (bi-national Rainier III road tunnel plan, RAMOGEPOL plan, etc.)
• To create and update land plans for Monaco and neighbouring municipalities
• The cartographic management of fire hydrants in cooperation with the Prevention & Forecasting Bureaux
• To participate in forward planning of risk developments and operational coverage
• To manage, inspect and replace digital radio equipment and the telephone network, and train users
