Amendment No. 1 to the General Social Welfare Convention between the Principality of Monaco and the Italian Republic of 12 February 1982 has been ratified by the authorities of both countries and will enter into force on 1 June 2024.

The Prince’s Government is pleased with the end result of several years of negotiations with Italy prior to the signature of Amendment No. 1 in Monaco on 10 May 2021 by H.E. Mr Pierre Dartout, Minister of State, and Mr Andrea Orlando, then Italian Minister of Labour and Social Policies.

This agreement defines the concept of teleworking and establishes the principle whereby teleworkers resident in Italy may be subject to Monegasque social legislation for the duration of their employment as teleworkers for a company based in the Principality.

The broadening of access to teleworking to a new category of employees is a significant achievement for both the Principality and Italy and, over the coming decades, will enable the countries to respond effectively to the challenges presented by Monaco’s successful economic development and the limited size of its territory, while ensuring job opportunities for Italian employees. 

As is already the case for teleworkers residing in France, teleworking arrangements must be stipulated in an employment contract or an amendment to an employment contract, and teleworkers must spend at least one third of their working hours on company premises to maintain necessary relationships with their employers and colleagues.
