How to request a registration specifically for driving professionals

Registrations made under this series will result in the issue of a W0 garage card to which is allocated a registration number, registration plates and a driving register linked to the professional who is the holder of the card. The latter may assign the registration to different vehicles in turn, provided that they meet the following characteristics and that the driving register is kept up to date.

Vehicles can be driven in this series, on a provisional basis, under the following circumstances:

• New vehicles, whether converted or not, empty or weighted, but not loaded, except for any persons or equipment required for testing. The driving of such vehicles in advance of them being declared on the road is strictly limited to the following:
  • Moving the vehicle between the warehouse, shop or workshop of the dealer or representative responsible for selling the vehicle and a specialist location where the vehicle is to be completed, modified or adapted 
  • Moving the vehicle between, on the one hand, the warehouse, shop, workshop of the dealer or representative responsible for selling the vehicle or the specialist workshop and, on the other hand, a government inspection centre or a customer showroom 
  • Demonstrating the vehicle to a potential customer 
  • Carrying out a test drive by a potential customer
• Vehicles that have already been registered, which may be driven strictly for the purposes of:
  • Carrying out technical test drives before or after repair or modification 
  • Moving the vehicle between a repair workshop and a specialist workshop or government inspection centre 
  • Being towed between the site of an accident and a repair workshop when the vehicle’s rear number plate is no longer visible

The registration number is made up of the letter W followed by the number 0 and a group of two numbers or one letter and one number (No. W 001 to no. W 099 and no. W0 A1 to no. W0 Z9).

The following information to be recorded every day for each vehicle before it is taken out:

• A full description of the vehicle (make, model, serial number)
• The name of the driver to whom the vehicle is entrusted
• The reasons why the vehicle is being driven
• The date and times (departure/return)

In cases where the W0 garage registration is used for a vehicle that has already been registered, only the W0 garage registration plates should be visible on the vehicle.

Registration will be withdrawn in the event of any driving of vehicles covered by a W0 garage card outside the conditions set out above, any omission or false declaration in the driving register, in the event that the business ceases to operate or more broadly in the event that any violation of the preceding conditions is identified.

The regulations do not stipulate any geographic limit on driving with W0 garage registration plates. You are advised to check the conditions that may apply before travelling to other countries.

Applications for registration under the W0 garage series should be addressed to the Driver and Vehicle Licensing Office, showing proof that such registration is required to meet the needs of the professional as well as the relevant form duly completed and signed by the applicant.

• A copy of an extract from the Trade and Industry Directory dated of less than 3 months
• A copy of the identity document of the person legally responsible who signed the form (if a third party is appointed as a signing authority, this document must be accompanied by a certificate attesting to such, along with a copy of the signatory's proof of identity)
• The payment, to be made by direct debit, or by cheque issued by an establishment operating in Monaco or France, made out to the Driver and Vehicle Licensing Office, Visa or Mastercard bank cards only, in accordance with the current fee schedule

Applications may be submitted in a folder without an appointment. They should be placed in the special drop box for professionals. If approved, the card, number plates and record book will be delivered to the professional within 72 hours, accompanied by a receipt for the amount charged. If the application is declined, this will be notified on the application.

The "W" cards are valid for one year until 31 December of the current year. They are renewed as part of the annual registration (sticker) renewal period. See the following factsheet for details: How to renew your annual car sticker

In the event that a registration is not renewed by the required deadline, the registration will be withdrawn in accordance with the conditions established by ministerial decree. The professional who owns the vehicle must then return the W0 card, registration plates and driving register, and pay the relevant administrative fees as stipulated by ministerial decree.

Registrations under this series are allocated to a single vehicle and recorded in the register. A certificate which is allocated a number and registration plates will be issued. The registration plates must be affixed to the vehicle in the locations designated for this purpose. They can be reused for a new registration of a vehicle under the same W number with a different registry number.

The registration number is made up of a letter W followed or preceded by a group of three numbers (no. W100 to no. W999 or no. 100W to no. 999W) or a letter W followed by one letter and a group of two numbers (no. WA01 to no. WZ99) for motorbikes and similar vehicles.

Vehicles can be driven in this series, on a provisional basis, under the following circumstances:

• Prototypes undergoing study or technical testing, whether converted or not, empty or weighted, but not loaded, except for any persons or equipment required for testing
• New vehicles, whether converted or not, empty or weighted, but not loaded, except for any persons or equipment required for testing. The driving of such vehicles in advance of them being declared on the road is strictly limited to the following:
  • Carrying out technical test drives and development work once construction is completed 
  • Demonstrating vehicles to the press (whether or not the model has been approved) 
  • Moving, for the purposes of a customer demonstration, a vehicle not involved in the demonstration 
  • Moving demonstration vehicles with a GVWR greater than 3.5 tonnes for the purposes of demonstration to potential purchasers or their representatives

In an exception to the general rule set out above, potential customers may test drive a loaded vehicle under conditions that match the future normal operating conditions of the vehicle, provided that the regulations on road haulage are observed.

• Vehicles that have already been registered, which may be driven strictly for the purposes of:
  • Reselling, this covers both demonstrating the vehicle to a potential customer and transporting the vehicle to a customer showroom or to the home of the purchaser 
  • Providing the vehicle to a customer whose own vehicle is being repaired in one of the repair workshops operated by the professional responsible for the vehicle concerned. Such vehicles are generally known as "courtesy cars", and this description is noted on the registration certificates of vehicles used for this purpose

The regulations do not stipulate any geographic limit on driving with W0 garage registration plates. You are advised to check the conditions that may apply before travelling to other countries.

The application to register W100 garage and courtesy car series must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed by the owner of the vehicle.

  • A copy of a valid Monaco national identity card 
  • Or a copy of a national passport with proof of address (gas or electricity bill from the SMEG, rental agreement or the last rent receipt), dated of less than 3 months
• For residents: a copy of a valid residence permit
• For legal entities:
  • A copy of the articles of association/ministerial authorisation to operate a business in the Principality + certificate of listing in the NIS (statistical identification number) register dated of less than 3 months 
  • Or a copy of an extract from the Trade and Industry Directory dated of less than 3 months
  • A copy of the identity document of the person legally responsible who signed the form (if a third party is appointed as a signing authority, this document must be accompanied by a certificate attesting to such, along with a copy of the signatory's proof of identity)
• The original documents relating to the vehicle concerned, a list of which is available in step 2 (Collating the documents) of the procedures: How to register a new vehicle and How to register a used vehicle
• The payment, to be made by cash, by cheque issued by an establishment operating in Monaco or France, made out to the Driver and Vehicle Licensing Office and Visa or Mastercard bank cards only, in accordance with the current fee schedule

Applications may be submitted in a folder without an appointment. They should be placed in the special drop box for professionals. The registration certificate and, where appropriate, the registration plates, if they are not already in the possession of the professionals, will be delivered to the professional within 72 hours.

The validity period of the registration is limited to 31 December of the current year or 31 December of the following year for vehicles registered between 1 October and 31 December. In the event that a registration is not renewed by the required deadline, the registration will be withdrawn in accordance with the conditions established by ministerial decree. The professional who owns the vehicle must then return the certificate and registration plates, and pay the relevant administrative fees as stipulated by ministerial decree. The vehicle is no longer authorised to drive on the roads.

In addition, courtesy cars must undergo a periodic technical inspection, details of which are set out in: Technical inspection of vehicules.

Registrations under this series are allocated to a single vehicle and recorded in the register. A certificate and registration plates will be issued. The description "demonstration vehicle" is noted on the certificate and the registration plates must be affixed to the vehicle in the locations designated for this purpose.

Any vehicle that is subject to registration, regardless of its type or bodywork (passenger car, motorcycle, van, trailer, etc.), can be used for demonstrations as part of presentations, test drives and sales, provided that the vehicle is new and that its GVWR does not exceed 3.5 tonnes.

Only car dealers or brand representatives may register vehicles as demonstration vehicles.

Registrations for vehicles in this series are valid for a maximum of one year from the date the vehicle was first driven as indicated on the registration certificate.

A demonstration vehicle may be sold within a period of one year. Beyond this timeframe, the vehicle will automatically lose this status. The holder of the registration certificate must, within eight days of the expiry date of this one-year period, request new registration under the "W100 garage" series. If this is not requested, the vehicle will be removed from the register. The owner of the vehicle must then return the certificate and number plates, pay the relevant fees and request a new registration or sell the vehicle.

The holder of the registration certificate or a member of their staff must be in the vehicle, and must have their seller’s card with them, or other proof that they are employed by the holder of the registration certificate's company (any document signed by the registration certificate holder). In the case of motorcycles and mopeds, it is not necessary for the registration certificate holder or a member of their staff to be on the vehicle, but they must be in or on a following vehicle.

Demonstration vehicles may not be leased. They may, however, be borrowed for test drives. A certificate should be supplied, noting the date that the vehicle was made available for a test drive. This certificate is valid for a maximum of ten days and a copy must be sent to the Driver and Vehicle Licensing Office. The person to whom the vehicle is loaned may drive the vehicle themselves and must present the certificate noting that the vehicle has been made available for a test drive if requested to do so by an inspector.

Demonstration vehicles may not be used to transport people (with the exception of potential customers), equipment or goods. Test drives by potential customers of demonstration models of commercial vehicles may be carried out loaded, under conditions that match the future normal operating conditions of the vehicle.

The application to register in demonstration vehicle series must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed by the owner of the vehicle.

These certificate and plates indicate the number assigned to the vehicle as well as the validity period of the registration, which will be until 31 December of the current year. This can be extended, if required, up to a maximum of one year from the date the vehicle was first driven, during the registration (sticker) renewal period.
