How to apply to register a medical and land transport vehicle

The operation of vehicles used for land-based medical transport is subject to prior issue of an administrative authorization issued by the Department of Health Affairs. 

Vehicles that have been specially adapted for land-based medical transport belong to the following categories:

• Category A: Emergency response and treatment ambulance 
• Category B: Emergency vehicle equipped to treat injured patients and patients with breathing difficulties 
• Category C: Ambulance 
  • The external bodywork is painted white
  • They fall into the category of specialist self-propelled vehicles with ambulance bodywork. They are equipped with lights, additional signalling devices and special horns as stipulated in the articles of the Highway code
• Category D: Light medical vehicle: light medical vehicles are exclusively used for the medical transport of a maximum of three sick or injured people or people in labour, who are seated

These vehicles meet the following minimum conditions:

• Their external bodywork is painted white 
• They fall into international category M1, limited to a gross vehicle weight rating (GVWR) of 3.5 tonnes set by the manufacturer and/or the body repair specialist 
• Their bodywork complies with the European classifications below, and must enable direct access to the passenger seats:
  • AA: four-door saloon  
  • AB: hatchback 
  • AC: estate car (family)  
  • AF: multi-purpose vehicle

Such vehicles may be driven by individuals who hold a Category B driving licence accompanied by a professional medical and land transport vehicle permit issued by the Driver and Vehicle Licensing Office.

All registrations are recorded in a registration register. A certificate and two registration plates (front and rear) with annual car stickers will be issued.

Registration plates must be fixed firmly to the vehicle in the locations designated for that purpose.

This certificate and plates indicate the number assigned to the vehicle as well as the validity period of the registration, which will be until 31 December of the current year, or 31 December of the following year if the vehicle is registered between 1 October and 31 December.

Registration can be renewed for another year during the annual renewal period, the procedures for which are described in the following procedure: How to renew your annual car sticker. Should you fail to renew your annual car sticker or validate the periodic technical inspection by the required deadlines, the vehicle will be deregistered in accordance with the conditions established by ministerial decree. The vehicle is no longer authorised to drive on the roads.

The application to register must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed on the original by the owner of the vehicle.

• The form (see step 1 Formulating the request) 
• A copy of the Trade and Industry Directory dated of less than 3 months
• A copy of the identity document of the person legally responsible who signed the form (if a third party is appointed as a signing authority, this document must be accompanied by a certificate attesting to such, along with a copy of the signatory's proof of identity)
• A copy of the approval issued by the Department of Health Affairs
• The original documents relating to the vehicle concerned, a list of which is available in step 2 (Collating the documents) of the procedures: How to register a new vehicle and How to register a used vehicle
• In the case of procedures carried out by a third party, a mandate, signed by the principal and accompanied by supporting documents showing proof of these persons' identities. It should specify that the mandate allows the representative to submit the progress of the principal’s application(s), but not to sign documents instead of the principal
• A payment, to be made by Visa or Mastercard bank cards only; by bank or postal cheque issued by an establishment operating in Monaco or France, and made out to the Driver and Vehicle Licensing Office; in cash, in accordance with the current fee schedule

To submit your application, you must first make an appointment with an agent of the Driver and Vehicle Licensing Office.

The staff of the Driver and Vehicle Licensing Office will be waiting for you at the time of the appointment; you should bring with you the documents listed in steps 1 and 2.

The certificate and registration plates, if applicable, are available within 72 hours by appointment arranged by the customer manager at the end of the interview and on presentation of the payment receipt (invoice) and proof of identity.
