Understanding the process
The running of premises that are open to the public (bars, restaurants, etc.) or the organisation of evening events are regulated with the purpose of ensuring public order and peace. A preliminary application for authorisation must therefore be made to the regulatory authority for all such activities.
Any establishment or event organiser wishing to play music or to organise a musical performance (concert, DJ, karaoke, dance show, etc.) either on a regular or one-off basis, must apply in advance for authorisation from the Minister of State.
If the application is for permanent authorisation, the applicant must provide proof, at his/her own expense, that all necessary steps have taken to prevent noise pollution and to ensure the peace of the area.
The authorisation specifies all measures (sound level, time limits) that are necessary to ensure the protection of the environment, public order and peace.
This authorisation may be withdrawn by law, regardless of whether complaints have been received from local residents. Similarly, upon change of management the authorisation becomes invalid.

The Technical Commission for combating pollution and for safeguarding security, hygiene, health and public tranquillity is called upon by the Minister of State for an advisory opinion.
The Technical Commission gives its opinion within a maximum of two weeks from receipt of the application.
If the police investigation and opinion of the Technical Commission decide in favour of your application, your authorisation will be issued by the Advisor to the Ministry of Interior. This authorisation is limited to three years and is subject to renewal at the end of this period.
On receipt of authorisation you must pay a fee determined by Ministerial Decree.
Application for renewal must be made by the manager of the establishment three months before the end of the initial period of authorisation.
