International road transport of goods is subject to a permit.
Any company wishing to transport goods internationally by road must first be registered in the Principality’s Road Transport Register, held by the Driver and Vehicle Licensing Office.
During international road transport undertaken by a transport company whose registered office is in the Principality, the driver of the vehicle (or group of vehicles) must have a permit in his or her possession for international road transport, issued by the Driver and Vehicle Licensing Office.
The permit for international road transport of goods may be unlimited or for a set period of time (referred to as an annual permit) or limited to one journey (referred to as a single-journey permit). It may also cover a company's entire fleet of vehicles or a named vehicle, depending on the conditions stipulated by the third country.
The Principality issues annual permits for Germany, Spain and Italy and single-journey permits for Italy and Tunisia.
The permit must be completed before undertaking a journey and must not include any deletions or additions.
It must then be carried on board the vehicle and presented at the request of the supervisory authorities.
It must be accompanied, where applicable, by a roadmap, showing the principal, the loading and unloading points and the goods transported.
It is not valid for national transport, i.e. between two points in the same country.
It is neither assignable nor transferable to a third party.
The carrier is required to comply with the laws, regulations and administrative provisions in force in the territory concerned, in particular those relating to transport and traffic.
Transport may be exempt from a permit, subject to certain conditions, under an agreement with a third country, such as France.
For all other destinations, the carrier must make a specific request to the Driver and Vehicle Licensing Office by mail to circulation@gouv.mc, in order to determine the modalities of transport to the third country.
All requests for international transport permits must be made to the Driver and Vehicle Licensing Office by mail or email to the following address circulation@gouv.mc specifying:
- The country concerned
- The type of road transport covered by the request
- Own-account goods
- Goods for hire or reward
- No load
- The registration number of the vehicle(s)
The permit or permits will be sent directly to you via registered post with acknowledgement of receipt using the address of the company’s registered office.
All permits must be returned to the Driver and Vehicle Licensing Office by post after use, for single-journey permits, or 15 days following the expiry date of annual permits.
