Owners of a vehicle registered in the Principality can ask for it to be removed from the number plate database for a fixed or indefinite period.
Understanding the process
Owners of a vehicle registered in the Principality can ask for it to be removed from the number plate database for a fixed or indefinite period.
This option is available to :
- Individuals who are resident in Monaco and can prove their residency by showing either a national identity card or a national passport together with proof of address, or a valid residence permit
- Individuals or legal entities authorised to exercise a professional, commercial or industrial activity or to operate an association and who are resident in the Principality
You may opt to do this if the vehicle is no longer being driven on public roads, including in the following cases:
- The vehicle is kept in a garage and not driven
- The vehicle is kept on a private estate
- The vehicle requires repairs and cannot be presented for a technical inspection at the Vehicle Testing Centre by the required deadline
- The vehicle is in need of modification, restoration, etc.
During the period of its removal from the number plate database, the vehicle is not subject to the rules on renewing the car sticker to extend the registration period, and is not required to be presented for technical inspection.
Once it has been removed from the database, the vehicle is no longer authorised to drive on public roads.
A "certificate of removal from the number plate database" equivalent to an ownership certificate is issued and must be retained by the vehicle’s owner.
There is a fee associated with this service, please see:
The request must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed on the original.
The form may be:
- Downloaded online:
- Collected from the Driver and Vehicle Licensing Office
The request must be accompanied by the following documents:
- The original registration certificate
- The original registration plates
- A copy of a valid ID document:
- Monaco national identity card. Alternatively a national passport with proof of address (gas or electricity bill from the SMEG, rental agreement)
- Or Residence permit
- Or a copy of an extract from the Trade and Industry Registry dated of less than 3 months
- Or the articles of association/ministerial authorisation to operate a business in the Principality + certificate of listing in the NIS (statistical identification number) register dated of less than 3 months
- The payment, to be made by cash, cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office and Visa or Mastercard bank cards only, in accordance with the current fee schedule
Any administrative procedure undertaken at the Driver and Vehicle Licensing Office by a third party must be accompanied by a mandate signed by the principal and by supporting documents showing proof of these persons' identities.
However, it does not allow the representative to sign the documents in place of the principal.

When the owner of a vehicle removed from the number plate database wishes to put the vehicle back on the road, he or she will need to apply for a new registration in accordance with the "Registration" procedures, since the certificate of removal from the database replaces the registration certificate and number plates.
If the vehicle’s technical inspection record is not up to date, temporary registration will be issued in the first instance to allow the vehicle to be taken for the appointment which will be made for it at the Vehicle Testing Centre.
Any sale of a vehicle registered in the Principality of Monaco or removed from the number plate database must be declared to the Driver and Vehicle Licensing Office at the time of the sale by the owner.
The procedure to be followed can be found in the "How to sell or transfer a vehicle" procedure. Please note that the certificate of removal from the number plate database replaces the registration certificate and number plates.
The owner must seek permission from the Driver and Vehicle Licensing Office in advance of any destruction of a vehicle, removed from the number plate database.
The procedure to be followed can be found in the "How to declare the destruction of a vehicle" factsheet. Please note that the certificate of removal from the number plate database replaces the registration certificate and number plates.
