Understanding the process
The operation of vehicles used for land-based medical transport is subject to prior issue of an administrative authorisation. Such vehicles may only be brought into service following the issuance of an approval by the Director of Health Affairs based on a recommendation from the Department of Health Affairs’ medical inspector and the Director of the Driver and Vehicle Licensing Office, in accordance with the provisions of this decree.
Vehicles that have been specially adapted for land-based medical transport fall into the following categories:
- Category A: Emergency response and treatment ambulance
- Category B: Emergency vehicle equipped to treat injured patients and patients with breathing difficulties
- Category C: Ambulance
- The external bodywork is painted white
- They fall into the category of specialist self-propelled vehicles with ambulance bodywork. They are equipped with lights, additional signalling devices and special horns as stipulated in the articles of the Highway code
- Category D: Light medical vehicle: light medical vehicles are exclusively used for the medical transport of a maximum of three sick or injured people or people in labour, who are seated
These vehicles meet the following minimum conditions:
- Their external bodywork is painted white
- They fall into international category M1, limited to a gross vehicle weight rating (GVWR) of 3.5 tonnes set by the manufacturer and/or the body repair specialist
- Their bodywork complies with the European classifications below, and must enable direct access to the passenger seats:
- AA: four-door saloon
- AB: hatchback
- AC: estate car (family)
- AF: multi-purpose vehicle
Such vehicles may be driven by individuals who hold a Category B driving licence accompanied by a professional permit issued by the Driver and Vehicle Licensing Office and have passed a medical examination carried out in accordance with the conditions laid down by the Department of Health Affairs.
All registrations are recorded in a register. A certificate and two registration plates (front and rear) with annual car stickers will be issued.
Registration plates must be fixed firmly to the vehicle in the locations designated for that purpose.
The certificate and plates indicate the number assigned to the vehicle as well as the validity period of the registration, which will be until 31 December of the current year, or 31 December of the following year if the vehicle is registered between 1 October and 31 December.

In addition, vehicles must undergo a periodic technical inspection, details of which are set out in: Technical inspection of vehicles
Should you fail to renew your annual car sticker or validate the periodic technical inspection by the required deadlines, the vehicle will be deregistered in accordance with the conditions established by ministerial decree. The vehicle is no longer authorised to drive on the roads.
In both cases, the owner of the vehicle must then return the registration certificate, and pay the relevant administrative fees as stipulated by ministerial decree. The registration plates must also be returned if the vehicle has been deregistered following a failure to complete a technical visit.

The application to register must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed on the original.
The form may be:

- Collected from the Driver and Vehicle Licensing Office
The form must be signed by the legal representative registered with the Trade and Industry Registry. Failing this, a certificate delegating authority to sign must be attached, along with a copy of proof of identity for the two parties.
The application to register must be accompanied by the following documents:
- A copy of the Trade and Industry Registry dated of less than 3 months
- A copy of the approval issued by the Department of Health Affairs

Any administrative procedure undertaken at the Driver and Vehicle Licensing Office by a third party must be accompanied by a mandatesigned on the original, by the principal and the representative and by supporting documents showing proof of these persons' identities.
However, it does not allow the representative to sign the documents in place of the principal.
To submit your application, you must first make an appointment with an agent of the Driver and Vehicle Licensing Office.

The staff of the Driver and Vehicle Licensing Office will be waiting for you at the time of the appointment; you should bring with you the documents listed in steps 1 and 2 and your preferred means of payment.

The certificate and registration plates, if applicable, are available within 72 hours by appointment arranged by the customer manager at the end of the interview and on presentation of the payment receipt (invoice).
