Understanding the process
In the Principality it is possible to register a vehicle belonging to the Ministry of State, the National Council, Embassies, international bodies, members of the diplomatic corps accredited to H.S.H. the Sovereign Prince, members of the administrative and technical staff at Embassies and civil servants of International Bodies:
- The registration number is made up of the letters "ME" and one figure
- Registration of vehicles in this sub-category is exempt from all duties relating to the application of the Highway Code
- The registration number is made up of one figure followed by the letters "CN" and one figure
- Only two registration numbers may be allocated
- Registration of vehicles in this sub-category is exempt from all duties relating to the application of the Highway Code
- The registration number is made up of the letters "CD" followed by an identification number and a letter designating the vehicles of each embassy or international body
- Registration of vehicles in this sub-category is exempt from all duties relating to the application of the Highway Code
- The registration number is made up of the letters "CD" followed by an identification number and a letter designating the vehicles of each Embassy or International Body
- Registration of vehicles in this sub-category is exempt from all duties relating to the application of the Highway Code
- The registration number is made up of an identification number identical to that allocated to members of the diplomatic corps, followed by the letter "K" and two figures designating the vehicles
- Only one registration number may be allocated to each member of the administrative and technical staff of Embassies concerned and each
civil servant of International Bodies - Registration of vehicles in this sub-category in the names of members of the administrative and technical staff of Embassies, holders of service passports issued by the Ministry of Foreign Affairs of the accrediting State with regard to the staff at embassies in the Principality, is exempt from all duties relating to the application of the Highway Code
- Registration of vehicles in this sub-category, in the name of civil servant of International Bodies who does not have diplomatic status, is exempt from all duties relating to the application of the Highway Code
- The registration number is made up of an identification number identical to that allocated to members of the diplomatic corps, followed by the letter "K" and two figures designating the vehicles
- Only two registration numbers may be allocated to each International Bodies
All registrations are recorded in a register. A certificate and two registration plates (front and rear) with stickers will be issued. The only exception to this is trailers, semi-trailer, quadricycles, motorcycles, mopeds and similar vehicles which only need one rear plate, although a front plate can still be issued on request.
Registration plates must be fixed firmly to the vehicle in the locations designated for that purpose.
The certificate and plates indicate the number assigned to the vehicle as well as the validity period of the registration, which will be until 31 December of the current year, or 31 December of the following year if the vehicle is registered between 1 October and 31 December.

In the event that a registration is not renewed by the required deadlines, the registration will be withdrawn in accordance with the conditions established by ministerial decree. The owner of the vehicle must then return the certificate and pay the relevant administrative fees as stipulated by ministerial decree.
The vehicle is no longer authorised to drive on the roads.
Vehicles belonging to the Ministry of State, the National Council, Embassies, International Bodies, members of the diplomatic corps of Embassies in the Principality and International Bodies (M1) or their civil servants and administrative and technical staff, that are more than four years old, based on the date they were first put on the road, are required to undergo a technical inspection at least once every 36 months. In the event that a technical inspection is not passed by the due date, or if the vehicle still has defects following a second follow-up visit, the vehicle may no longer be driven on public roads. To regularise the vehicle, a new appointment will need to be made and the corresponding fee paid in addition to technical inspection fees. The owner will then be permitted to drive the vehicle on the public roads solely for the purpose of travelling from their home or the repair site to the Vehicle Testing Centre on the date indicated on the relevant notification.
The application to register must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed on the original.

Application forms to register a car with special plates for members of the diplomatic corps and similar officials and members of the administrative and technical staff at embassies and officials working for international bodies must be collected from the Department of Diplomatic and Consular Relations of the Ministry of Foreign Affairs and Cooperation.
Applications must be stamped and approved by the Ministry of Foreign Affairs and Cooperation and the Monaco Customs Office.
All applications to register a vehicle must be accompanied:
- A copy of a valid special card issued by the Ministry of Foreign Affairs and Cooperation, if applicable
- The original documents relating to the vehicle concerned, a list of which is available in step 2 (Collating the documents) of the procedures: How to register a new vehicle and How to register a used vehicle. Accompanied, if applicable, by an official translation into French by a sworn translator at a court of appeal in Monaco or France
A list of sworn translators in the Principality of Monaco is available from the Monaco Court of Appeal or on the website www.annuaire-traducteur-assermente.fr for sworn translators approved by the French Court of Appeal
Any administrative procedure undertaken at the Driver and Vehicle Licensing Office by a third party must be accompanied by a mandate signed by the principal and by supporting documents showing proof of these persons' identities.
The mandate allows the representative to submit and track the progress of the principal’s application, but not to sign documents instead of the principal.
To submit your application, you must first make an appointment with an agent of the Driver and Vehicle Licensing Office.

The staff of the Driver and Vehicle Licensing Office will be waiting for you at the time of the appointment; you should bring with you the documents listed in steps 1 and 2 and your preferred means of payment.

The certificate and registration plates, if applicable, are available within 72 hours by appointment arranged by the customer manager at the end of the interview and on presentation of the payment receipt (invoice).
