The Minister of State, the National Council, Embassies, international bodies, members of the diplomatic corps accredited to H.S.H. the Sovereign Prince, and members of the administrative and technical staff at Embassies and civil servants of International Bodies may apply to register a motor vehicle with special plates.
Understanding the process
In the Principality it is possible to register a vehicle belonging to the Ministry of State, the National Council, Embassies, international bodies, members of the diplomatic corps accredited to H.S.H. the Sovereign Prince, members of the administrative and technical staff at Embassies and civil servants of International Bodies:
- The registration number is made up of the letters "ME" and one figure
- Registration of vehicles in this sub-category is exempt from all duties relating to the application of the Highway Code
- The registration number is made up of one figure followed by the letters "CN" and one figure
- Only two registration numbers may be allocated
- Registration of vehicles in this sub-category is exempt from all duties relating to the application of the Highway Code
- The registration number is made up of the letters "CD" followed by an identification number and a letter designating the vehicles of each embassy
- Registration of vehicles in this sub-category is exempt from all duties relating to the application of the Highway Code
- The registration number is made up of the letters "CD" followed by an identification number and a letter designating the vehicles of each Embassy or International Body
- Registration of vehicles in this sub-category is exempt from all duties relating to the application of the Highway Code
- The registration number is made up of an identification number identical to that allocated to members of the diplomatic corps, followed by the letter "K" and two figures designating the vehicles
- Only one registration number may be allocated to each member of the administrative and technical staff of Embassies concerned and each
civil servant of International Bodies - Registration of vehicles in this sub-category in the names of members of the administrative and technical staff of Embassies, holders of service passports issued by the Ministry of Foreign Affairs of the accrediting State with regard to the staff at embassies in the Principality, is exempt from all duties relating to the application of the Highway Code
- Registration of vehicles in this sub-category, in the name of civil servant of International Bodies who does not have diplomatic status, is exempt from all duties relating to the application of the Highway Code
- The registration number is made up of an identification number identical to that allocated to members of the diplomatic corps, followed by the letter "K" and two figures designating the vehicles
- Only two registration numbers may be allocated to each International Bodies
All registrations are recorded in a register. A certificate and two registration plates (front and rear) with stickers will be issued.
Registration plates must be fixed firmly to the vehicle in the locations designated for that purpose.
The certificate and plates indicate the number assigned to the vehicle as well as the validity period of the registration, which will be until 31 December of the current year, or 31 December of the following year if the vehicle is registered between 1 October and 31 December.

In the event that a registration is not renewed by the required deadlines, the registration will be withdrawn in accordance with the conditions established by ministerial decree. The vehicle is no longer authorised to drive on the roads.
Vehicles belonging to the Ministry of State, the National Council, Embassies, International Bodies, members of the diplomatic corps of Embassies in the Principality and International Bodies (M1) or their civil servants and administrative and technical staff, that are more than four years old, based on the date they were first put on the road, are required to undergo a technical inspection at least once every 36 months. - Application to register a car with special plates for the Minister of State and the National Council must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed on the original. The form may be:

- Application to register a car with special plates for Embassies, international bodies, members of the diplomatic corps and similar officials and members of the administrative and technical staff at embassies and officials working for international bodies must be sent to the Driver and Vehicle Licensing Office using the appropriate form collected from the Department of Diplomatic and Consular Relations of the Ministry of Foreign Affairs and Cooperation. Applications must be stamped and approved by the Ministry of Foreign Affairs and Cooperation and the Monaco Customs Office

- The original documents relating to the vehicle concerned, a list of which is available in step 2 (Collating the documents) of the procedures: How to register a new vehicle and How to register a used vehicle
- In the case of procedures carried out by a third party, a mandate, signed by the principal and accompanied by supporting documents showing proof of these persons' identities. It should specify that the mandate allows the representative to submit the progress of the principal’s application(s), but not to sign documents instead of the principal
- The payment (registration and penalty fees), to be made by cash, cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office and Visa or Mastercard bank cards only, in accordance with the current fee schedule
To submit your application, you must first make an appointment with an agent of the Driver and Vehicle Licensing Office.

The staff of the Driver and Vehicle Licensing Office will be waiting for you at the time of the appointment; you should bring with you the documents listed in steps 1 and 2.

The certificate and registration plates are available within 72 hours by appointment arranged by the customer manager at the end of the interview and on presentation of the payment receipt (invoice) and an identity document.
