Establishments handling food or feed must obtain a license issued by the Minister of State prior to the start of operations, which specifies the nature of the activity and the category of products, and must be renewed in the event of any significant change.
Understanding the process
Establishments in which food or feed is prepared, processed, packaged, kept or stored must obtain a license issued by the Minister of State prior to the start of operations.
The license shall specify the nature of the activity and the category of products for which it is granted, specifying the policy regulating the sanitary conditions for preparation and sale.
The license request must be sent by the owner prior to the start of operations. It must be accompanied by a completed file to be admissible.
The license request must be renewed if a product category or an activity is added and does appear on the list provided at the time of the initial request. Any significant change to the premises, the furnishings, the equipment, the assignment or to activity levels must result in the provision of updated documents and the resulting notice of the changes to the Director of the Department of Health Affairs.

You must attach the following documents to the authorisation form:
- A short note introducing the organisation
- A description of the activities of the organisation
- The food control and safety plan
If your establishment operates aquacultures, additional details will be provided in the authorisation form, appendix 2 or appendix 3.
To obtain a license, you must send the completed form along with the stipulated documents to the Department of Health Affairs.
The authorisation will be notified to you separately by post if your application proves to be satisfactory.
