This procedure is for foreign entities or those registered in the Monaco Trade and Industry Directory (RCI) looking to operate a temporary business in the Principality.
Understanding the process
Any entity registered in a foreign jurisdiction or in the Trade and Industry Directory of the Principality of Monaco, wishing to operate a temporary business* (e.g. a pop-up store) in Monaco, is required to complete certain administrative formalities with the Prince’s Government.
*Examples of activities concerned:
- Pop-up stores selling goods or food and beverages
- Auctions (whether for charity or other purposes)
- Exhibitions, with or without sale of goods/Exhibitions with presales
- One-off services (e.g. mobile hairdresser or beautician)
- Organising an event
- Work involving the use of technical equipment (e.g. helicopter hoisting, pyrotechnic devices)
Important: companies, self-employed people or subcontractors not registered for business in Monaco who want to take part in public or private sector construction or works projects must obtain special authorisation from the Business Development Agency. Entities already registered in the Trade and Industry Directory must ensure that their company objects allow the activity. If not, the company objects will need to be amended with the Business Development Agency (DDE).
Procedure:
You must first write to the Business Development Agency at Direction du Développement Économique, 9, rue du Gabian 98000 Monaco (opening hours: from 9.30am to 5.00pm from Monday to Friday), enclosing:
- An amendment form, which can be collected from the Business Development Agency or downloaded here:
- For companies, two original copies of the minutes of the General Meeting, indicating the new company objects and signed by the shareholders
If your request is approved, you will then need to complete the process by finalising the administrative formalities with the Trade and Industry Register. Details of the steps involved and the documents required can be found in this procedure.
Entities not registered in the Principality of Monaco are required to inform the relevant authorities about the activities they intend to carry out.

Information to be provided to each department or authority:
- Name of the entity operating the activity in Monaco
- Company registration document
- Number of employees present during the activity
- Location, date, and nature of the activity
After emailing your documents to the relevant authority, you will receive a confirmation receipt. You will need this before beginning your activity in Monaco.
The authorities may reject your request.
