International road transport of passengers is subject to a permit.
Any company wishing to transport passengers internationally by road must first be registered in the Principality’s Road Transport Register, held by the Driver and Vehicle Licensing Office. Trips are made between the territories of two countries, even in transit, in vehicles that are intended for transporting passengers and are fitted with more than nine seats, including the driver's seat.
During international road transport undertaken by a transport company whose registered office is in the Principality, the driver of the vehicle (or group of vehicles) must have a permit in his or her possession for international road transport, issued by the Driver and Vehicle Licensing Office.
Authorisation for the international road transport of passengers may be unlimited for a fixed duration (i.e. annual) or limited in accordance with the conditions set by the third country.
For any destination, the carrier must make a specific request by email to circulation@gouv.mc in order to determine the requirements for transport to the third country.
For regular transport, the authorisation must be subject to prior validation by all the national authorities where a stop is planned, as well as any countries crossed.
The permit must then be carried on board the vehicle and presented at the request of the supervisory authorities. It must be accompanied, where applicable, by a roadmap, showing the principal and the places where passengers are to be collected and set down.
It is neither assignable nor transferable to a third party.
The carrier is required to comply with the laws, regulations and administrative provisions in force in the territory concerned, in particular those relating to transport and traffic.
All requests for international transport permits must be made to the Driver and Vehicle Licensing Office by post or email at the following address circulation@gouv.mc stating:
- The country concerned
- The type of road passenger transport requested:
- Occasional (on a trip-by-trip basis)
- Regular service
- The itinerary (starting point, destination, route) and stops envisaged
- The time schedules with:
- The dates, for occasional trips
- Frequency, for regular trips, and periods of operation
- The registration number of the vehicle(s), with its (their) specifications (including seated and standing capacity)
- Where appropriate:
- Subcontractors
- Seat fare for public transport services
It is recommended to use the European template for applications to provide passenger road transport services: Annex III of Commission Regulation (EU) No. 361/2014 of 9 April 2014 on documents for the international carriage of passengers by coach and bus
The permit will be sent directly to you via registered post with acknowledgement of receipt using the address of the company’s registered office, subject to the approval of the relevant authorities.
