Any "motorcycle on request" company based in the Principality can apply to register a two- or three-wheeled motor vehicle.
Understanding the process
The administrative authorisation may stipulate, for each holder, the number of vehicles that may be put into service.
Two- or three-wheeled motor vehicles known as "motorcycles on request" must have a self-adhesive sticker affixed. This sticker is issued by the Driver and Vehicle Licensing Office.
It states the registration number.
It must be affixed to the vehicle in such a way as to be visible and to enable it to be checked by the competent authorities.
Two- or three-wheeled motor vehicles known as "motorcycles on request" must be proven to be less than four years old from the date of first entry into service.
An annual maintenance certificate must be given to the Driver and Vehicle Licensing Office before the vehicle is put into service and then annually thereafter.
All registrations are recorded in a register of registrations, leading to the issue of a certificate and a registration plate (rear) with sticker. Although a front plate can still be issued on request.
The registration plates must be permanently fixed to the vehicle in the spaces provided for this purpose.
A sticker stating the registration number is also issued by the Driver and Vehicle Licensing Office. It must be affixed to the vehicle and visible for inspection by any relevant authority.
This certificate and registration plate indicate the number assigned to the vehicle as well as the validity period of the registration, which will be until 31 December of the current year, or 31 December of the following year if the vehicle is registered between 1 October and 31 December.

Should you fail to renew your anual car sticker or validate the periodic technical inspection by the required deadlines, the vehicle will be deregistered in accordance with the conditions established by ministerial decree. The vehicle is no longer authorised to drive on the roads.

The application to register must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed on the original by the owner of the vehicle.
The form may be:
- Downloaded online
- Collected from the Driver and Vehicle Licensing Office
- The form (see step 1 Formulating the request)
- A copy of the Trade and Industry Directory dated of less than 3 months
- A copy of the identity document of the person legally responsible who signed the form (if a third party is appointed as a signing authority, this document must be accompanied by a certificate attesting to such, along with a copy of the signatory's proof of identity)
- The original documents relating to the vehicle concerned, a list of which is available in step 2 (Collating the documents) of the procedures: How to register a new vehicle and How to register a used vehicle. Accompanied, if relevant, by an official translation into French by a sworn translator at a court of appeal in Monaco or France
- A maintenance certificate issued by a professional who is qualified in the maintenance of two- or three-wheeled motor vehicles, the manufacturer of the vehicle or a garage approved by the manufacturer
- A specific insurance certificate:
- In the case of procedures carried out by a third party, a mandate, signed by the principal and accompanied by supporting documents showing proof of these persons' identities. It should specify that the mandate allows the representative to submit the progress of the principal’s application(s), but not to sign documents instead of the principal
- The payment, to be made by cash, by bank or postal cheque
issued by an establishment operating in Monaco or France, made out to the Driver and Vehicle Licensing Office and Visa or Mastercard bank cards only, in accordance with the current fee schedule
To submit your application, you must first make an appointment with an agent of the Driver and Vehicle Licensing Office.

The certificate and registration plate, if applicable, are available within 72 hours by appointment arranged by the customer manager at the end of the interview and on presentation of the payment receipt (invoice) and proof of identity.
