Depending on the circumstances, a taxi vehicle can be registered as a taxi vehicle (main), replacement taxi vehicle or all-electric seasonal taxi vehicle.
Understanding the process
Depending on the circumstances, a taxi vehicle can be registered as a taxi vehicle (main), replacement taxi vehicle or all-electric seasonal taxi vehicle.
Taxis are automotive vehicles which have special devices and which are used by the driver to wait for clients on the public highway, in order to transport, for a fee and on request, persons and their luggage on a private basis.
The number of taximeter vehicles in the Principality of Monaco is limited to ninety-five.
The following persons may register a taxi vehicle, natural persons domiciled in the Principality of Monaco or abroad who hold an administrative authorisation or licence to work as a taxi driver, as well as a valid professional licence.
All registrations are recorded in a register. A certificate and two registration plates (front and rear) with annual car stickers will be issued, along with three special stickers stating the taxi authorisation number. These special stickers must be affixed to the front and rear of the vehicle, to the right of the registration plate, and on the side of the illuminated fare repeater device.
The registration certificate states "taxi vehicle".
The administrative authorisation or licence also permits the operation of a replacement taxi vehicle.
Replacement taxis may be used in place of the main taxi to make certain journeys or when the main taxi is unavailable. The insurance for the main taxi thus transfers to the replacement taxi.
However, registration of a replacement taxi vehicle may not be applied for during a period when the taxi licence holder would no longer be in possession of a registered main taxi vehicle, for example following the sale of the aforesaid vehicle and while awaiting a new vehicle.
All registrations are recorded in a register. A certificate and two registration plates (front and rear) with annual car stickers will be issued. No taxi stickers are issued.
The registration certificate states "replacement taxi vehicle".
Main and replacement taxi vehicles must comply with the following technical specifications:
- Have at least four doors with a minimum of five seats and a maximum of nine seats, including the driver
- Have a minimum overall length of 4.20 metres, an overall width of at least 1.65 metres and a doorsill height of less than 0.55 metres
- Be equipped with a meter that records kilometres per hour and a light repeater fare device, the technical characteristics, conditions and methods of installation and use of which are set by Ministerial Decree
- Be equipped with communication equipment made available by the competent administrative authority for operating the telephone centralisation service for journey requests and their distribution, the conditions and modalities of installation and use of which are set by Ministerial Decree
- Be equipped with a radio communication system
- The vehicle must comply with the environmental standards set by Ministerial Decree, i.e. less than 190g CO2/km²&; it should be noted that the registration of ten "VANS" type taxis with 7/9 seats emitting less than 220g CO2/km is nevertheless authorised for the 95 taxi vehicles in the Principality
- Be equipped with an electronic payment terminal (EPT)
All-electric seasonal taxis are automotive vehicles which have special devices and which are used by the driver to wait for clients on the public highway, in order to transport, for a fee and on request, persons and their luggage on a private basis
Twenty all-electric taximeter vehicles, are also operated in the Principality of Monaco during the summer season.
Persons holding an administrative authorisation for a maximum period of six months and a valid professional licence may register an all-electric seasonal taxi vehicle.
This administrative authorisation permits the operation and registration of an all-electric vehicle.
All registrations are recorded in a register. A certificate and two registration plates (front and rear) with annual car stickers will be issued, along with three special stickers stating the taxi authorisation number. These special stickers must be affixed to the front and rear of the vehicle, to the right of the registration plate, and on the side of the illuminated fare repeater device.
The registration certificate states "seasonal taxi vehicle".
Seasonal taxi vehicles must comply with the following technical specifications:
- Have at least four doors with a minimum of four seats and a maximum of nine seats, including the driver
- Be white in colour, and have external signage, the requirements of which are specified and made available by the competent authority
- Be equipped with a meter that records kilometres per hour and a light repeater fare device, the technical characteristics, conditions and methods of installation and use of which are set by Ministerial Decree
- Be equipped with communication equipment made available by the competent administrative authority for operating the telephone centralisation service for journey requests and their distribution, the conditions and modalities of installation and use of which are set by Ministerial Decree
- Be equipped with a radio communication system
- Be fitted with an electric motor only
COMMON PROVISIONS
After a taxi vehicle has been registered, changes can be made to its use. A main taxi vehicle may be used as a replacement taxi or vice versa at the request of its holder. For any change, a new registration application must be made by returning the certificate and registration plates to the Driver and Vehicle Licensing Office. The technical inspection report, if it has a date of less than six months, can be taken into account for the new registration.
The holder of a taxi vehicle may also request a change of registration from professional to a private individual. If the vehicle is more than four years old and the holder is domiciled in the Principality, the date on which the next technical inspection is due will remain the same.
The registration plates must be permanently fixed to the vehicle in the spaces provided for this purpose
The certificate and registration plates indicate the number assigned to the vehicle as well as the validity period of the registration, which will be until 31 December of the current year, or 31 December of the following year if the vehicle is registered between 1 October and 31 December.

In addition, the vehicles must undergo a technical inspection at the Vehicle Testing Centre to check their suitability for authorised operation before they are put into service. This is then carried out annually; the details are set out in the file Technical inspection of vehicules
Should you fail to renew your anual car sticker or validate the periodic technical inspection by the required deadlines, the vehicle will be deregistered in accordance with the conditions established by ministerial decree. The vehicle is no longer authorised to drive on the roads.
In both cases, the owner of the vehicle must then return the registration certificate, and pay the relevant administrative fees as stipulated by ministerial decree. The registration plates must also be returned if the vehicle has been deregistered following a failure to complete a technical visit.

The application to register must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed on the original.
The form may be:
- Downloaded online
- Collected from the Driver and Vehicle Licensing Office
The application to register must be accompanied by the following documents:
- A copy of the ministerial authorisation to operate a business in the Principality + certificate of listing in the NIS (statistical identification number) register, dated of less than 3 months
- A valid professional licence
- The original documents relating to the vehicle concerned, a list of which is available in step 2 (Collating the documents) of the procedures: How to register a new vehicle and How to register a used vehicle. Accompanied, if relevant, by an official translation into French by a sworn translator at a court of appeal in Monaco or France
A list of sworn translators in the Principality of Monaco is available from the Monaco Court of Appeal or on the website www.annuaire-traducteur-assermente.fr for sworn translators approved by the French Court of Appeal - The initial technical visit report accepted by the Vehicle Testing Centre with a validity of one year
- The vehicle data sheet specifying its length and width, issued by the manufacturer (unless an European certificate of conformity is provided to the Driver and Vehicle Licensing Office)
- An original insurance certificate, with the exception of replacement taxis, where the insurance of the main vehicle shall prevail
- The payment, to be made by Visa or Mastercard bank cards only, cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office and cash, in accordance with the current fee schedule
Any administrative procedure undertaken at the Driver and Vehicle Licensing Office by a third party must be accompanied by a mandate signed on the original, by the principal and by supporting documents showing proof of these persons' identities.
The mandate allows the representative to submit and track the progress of the principal’s application(s), but not to sign documents instead of the principal.
To submit your application, you must first make an appointment with an agent of the Driver and Vehicle Licensing Office.

The registration plates for vehicles from Monaco or France, The three special stickers mentioning the accreditation number (except for replacement vehicles) and a receipt for payment will be issued.
The certificate and registration plates or set of registration plates, if applicable, are available within 72 hours by appointment arranged by the customer manager at the end of the interview and on presentation of the payment receipt (invoice).
