How to register a luxury chauffeur-driven vehicle

Individuals and legal entities who are resident in the Principality and hold an administrative authorisation to operate a luxury chauffeur service may register and maintain a luxury chauffeur-driven vehicle.

Such administrative authorisation can only be issued to individuals who hold a specialist qualification in the field of tourism, passenger transport or trade, or, failing this, can prove that they have at least three years’ experience as a director or manager in a company operating in the tourism, passenger transport or trade sectors

Each administrative authorisation can stipulate the number of vehicles that the holder is allowed to operate (main vehicles).

Where the number of registered luxury chauffeur-driven vehicles is insufficient to meet commercial needs, hired vehicles, known as auxiliary vehicles, may be used up to a limit of one auxiliary vehicle for every two registered vehicles under a one-off or annual authorisation issued by the Driver and Vehicle Licensing Office. Both main and auxiliary luxury chauffeur-driven vehicles must meet the following technical specifications:

• Have at least four doors with a minimum of four seats and a maximum of nine seats, including the driver 
• Have a minimum overall length of 4.90 metres, an overall width of at least 1.70 metres and a doorsill height of less than 0.55 metres 
• Have a minimum of nine horsepower (for petrol engines) or six horsepower (for diesel engines) 
• Have a power rating of 84 KW or more 
• Be one of the following colours: black, dark blue, grey, or white
• Be electric, hybrid or powered by renewable energy. However, internal combustion engine vehicles may be used provided that their CO2 emissions do not exceed 190 grams per kilometre or, in the case of 7/9-seater Vans, that they do not exceed 220 grams per kilometre. From 01/03/2026, vehicles can only be used for private hire if their CO2 emissions are less than 190 grams per kilometre. Provided that an order form and invoice for the vehicle, drawn up by a professional authorised to deal in vehicles, are submitted to the Driver and Vehicle Licensing Office, an extension of no more than one year may be granted to those who, during the two-year period referred to in the previous paragraph, order a vehicle with a CO2 emission rate of less than 190 grams per kilometre
• For internal combustion engine vehicles, less than or equal to 7 years old

All registrations are recorded in a register of registrations, leading to the issue of a certificate and two registration plates (front and rear) with stickers.

The registration plates must be permanently fixed to the vehicle in the spaces provided for this purpose.

A set of small plaques indicating the luxury chauffeur service approval number will also be issued by the Driver and Vehicle Licensing Office when the main vehicles are registered. These must be affixed to the front and rear of the main vehicle, to the right of the registration plate.

The certificate and registration plates indicate the number assigned to the vehicle as well as the validity period of the registration, which will be until 31 December of the current year, or 31 December of the following year if the vehicle is registered between 1 October and 31 December.

In addition, vehicles are subject to a technical inspection at the Vehicle Testing Centre to check that the vehicle is suitable for the authorised purpose before it is put into service. This does not apply to new chauffeur-driven vehicles or those that have been on the road for less than a year. This is then carried out annually; the details are set out in the file: Technical inspection of vehicules

Should you fail to renew your anual car sticker or validate the periodic technical inspection by the required deadlines, the vehicle will be deregistered in accordance with the conditions established by ministerial decree. The vehicle is no longer authorised to drive on the roads. 

In both cases, the owner of the vehicle must then return the registration certificate, and pay the relevant administrative fees as stipulated by ministerial decree. The registration plates and the set of small plaques must also be returned if the vehicle has been deregistered following a failure to complete a technical visit.

The application to register must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed on the original by the owner of the vehicle.

• A copy of the Trade and Industry Directory dated of less than 3 months
• A copy of the identity document of the person legally responsible who signed the form (if a third party is appointed as a signing authority, this document must be accompanied by a certificate attesting to such, along with a copy of the signatory's proof of identity)
• The original documents relating to the vehicle concerned, a list of which is available in step 2 (Collating the documents) of the procedures: How to register a new vehicle and How to register a used vehicle
• A copy of the initial technical visit report accepted by the Vehicle Testing Centre with a validity of one year. This does not apply to new chauffeur-driven vehicles or those that have been on the road for less than a year from the date they were first driven
• A copy of the vehicle data sheet specifying its length and width, issued by the manufacturer (unless a European certificate of conformity is submitted to the Office)
• The original certificate of doorsill height issued by the manufacturer or a garage approved by the manufacturer of the vehicle (unless the vehicle is more than 1 year old and required to undergo a technical inspection in Monaco)

• In the case of procedures carried out by a third party, a mandate, signed by the principal and accompanied by supporting documents showing proof of these persons' identities. It should specify that the mandate allows the representative to submit the progress of the principal’s application(s), but not to sign documents instead of the principal
• A payment, to be made by Visa or Mastercard bank cards only; by bank or postal cheque issued by an establishment operating in Monaco or France, and made out to the Driver and Vehicle Licensing Office; in cash, in accordance with the current fee schedule

To submit your application, you must first make an appointment with an agent of the Driver and Vehicle Licensing Office.
